| CAPD retirees bear brunt of Accountant General's indifference | | Pension claims unsettled for months | | early times report Srinagar, Nov 26: Hundreds of retired storekeepers and depot assistants of Consumer Affairs and Public Distribution (CAPD) department are suffering due to the alleged negligence of Principal Accountant General office as the latter has failed to settle their pension claims. Despite clear cut recommendation by Secretary CAPD, M Abass to Princ-ipal Accountant General to settle the pension claims of these unfortunate storekeepers/depot assistants the latter has failed to comply even though six months have passed since the order was passed on 20 March 2012. While implementing the non-gazetted higher standard pay scale scheme rule 1996 under SRO 14 dated 15-01-1996, the CAPD department had granted 2nd insitu promotion in favour of non-matriculate employees of 1973 who qualified matric after 01-08-1973 upto 18-03-1995 in the scale of higher standard pay scale of Rs 1400-2300 pre-revised Rs 4500-7000. According to official records this became the cause of eruption of cases where senior official were drawing lesser salary than their juniors. The anomaly was removed by stepping up of pay of seniors as per the provision prescribed in SRO-225. According to government order No APD/Acctts/22/2011 dated 20-03-2011, the stepping up of grade of such officials was regularised by the government vide No 100 of 2006. "Subsequently similar cases have been accorded the benefits of stepping up of pay by the government vide order No 61-CAPDF of 2008 dated 25-05-2008. The case as such is fait accompli (something already done and beyond alteration). Therefore pensionery benefits can't be withheld because of differential views on the issue and it is requested to proceed and finale the pending pension papers on case to case basis in reference to orders issue by the government," the official letter of CAPD to Principal Accountant General, a copy of which lies with Early Times, reads. However, the retired officials alleged that the Accountant General office has failed to settle their claims. "We have been running from pillar to post for the last one year but to no avail. Though the CAPD department has clearly asked the AG office to settle our claims, it seems some vested interests are sabotaging it," a delegation of retired storekeepers told ET. "In this age we are being prosecuted by the AG office authorities for no sin of ours. It is our hard earned money for which we are being made to beg. We appeal to Chief Minister Omar Abdullah to personally intervene into the matter so that justice is done," they appealed.
