Establishment of PRIs to boost developmental works in villages: Saroori

ThatHri, Nov 28: Senior Congress leader and MLA Inderwal Ghulam Mohammad Saroori Wednesday said that the establishment of Panchayat Raj Institutions (PRIs) will boost the developmental works in villages and credit goes to coalition government for that.
Addressing panches and sarpanches of Bunjwah, Saroor, Sarthal, Thathri area of Drabshallah and Thatri block of Inderwal constituency he said Panchayati Raj was introduced by Rajiv Gandhi.
"After more than 30 years Panchayat Raj has been re-established, powers and utilization of funds have been transferred to panchayats," he added.
Saroori who was canvassing support for collation candidate for the ensuing Legislative Council polls Sham Lal Bhagat and Dr Shenaz Ganaie said Union Health Minister Ghulam Nabi Azad has a broader understanding to set up a fully empowered PRIs, at all levels.
He said it was due to efforts of Azad that the Block Development Council elections were deferred as the polls would have been futile unless Scheduled Castes, Scheduled Tribes - and women folk were not given representation at the block and district levels in PRS. Saroori, a former R&B Minister, said deferment of BDC polls for a short period was in the interest of PRS. "The holding of polls for these bodies without necessary amendment incorporating further powers and due representation to the women and the deprived section of the society, would not have served the purpose of establishing fully empowered Panchayati Raj Institutions (PRIs)," he added. While appealing panches and sarpanches to come forward for implementation of people friendly programmes at ground level, he said due PRIs roots of democracy have been strengthened.
"The state government has taken landmark initiatives and holding of Panchayat elections after 30 years was one of the greatest achievements besides implementation of Public Services Guarantee Act, constitution of State Information Commission under RTI, reconstitution of Accountability Commission, universalization of third party monitoring and e-governance besides strengthening various institutions to bring about transparency in system," Saroori added.
He said that state government was committed to transfer more powers to PRIs and asked the panchayat members to vote in favour of coalition candidates, "so that the dream of developmental activities in the villages comes true."
