What lies beneath failure to deliver LPG cylinder at home!
Consumers agony, Gas agencies' pride

Jammu, Nov 28: The inability of the district administration to prevail upon the gas companies to ens-ure home delivery of the LPG refills is not only adding inc-onvenience to consumers who are already facing multiple problems in getting their LPG cylinders, but also promoting corrupt practices.
By not delivering the LPG cylinders at the homes of their consumers, gas companies are actually duping each one of them of Rs. 8 which is the cost of home delivery of the cylinder and incorporated in the cost of the cylinder that the consumers pay. "If the agency is not delivering the cylinder at your doorstep, it is liable to refund the consumer these delivery charges", said an officer of the CAPD. However, rather than refunding this money, the gas agencies are forcing them to spend hundreds in carrying home the refill and in the process face gross inconvenience. "My gas agency is at Ambphalla while I reside in Janipur; rather than availing me my refill at my doorstep, agency expects me to come to their office at Ambphalla carrying my empty, from where I get a receipt after making the payment and then again I have to carry my refill in an autorikshaw to another location, another kilometre and half away to get the refill", explained middle aged Bihari Lal Kaul, an employee in a private company. "I have to avail an off in the office and dish out at least Rs 200 over and above the cost of the cylinder to get it back home which is very unfair given the fact that the agency has already been paid for ensuring home delivery of my refill", he said expressing regret. "You can imagine the quantum of misappropriation by 72 gas agencies which have consumers running into lakhs in Jammu district alone", he added further.
Meanwhile, most agencies have their trucks parked at different locations in the city from where they shell out refills to their customers. The modus operandi is in itself a violation of the Act regarding sale and storage of explosives. It is a pity that these highly inflammable LPG cylinders are sold in thickly populated residential areas without any safety safeguards and the inert administration allows it to happen.
