early times report Jammu, Nov 28: Jammu and Kashmir bureaucracy and police face one of their most serious challenges not from outside, but within because of the crippling shortage of IAS and IPS cadre officers who are on 'cooling assignments' outside the state and obviously reluctant to join back. This has resulted in an administrative situation where nearly one third of the sanctioned strength in the IAS and slightly less in the IPS is lying vacant. It is surprising that while other states like Maharashtra, Bihar, Rajasthan, Tamil Nadu, Karnataka etc have been approaching the union government for repatriation of its officers in the IAS and the IPS are on deputation besides an increase in the cadre strength of the elite services, J&K has been maintaining a disturbing silence on the crucial issue. In the State out of the sanctioned cadre strength of 137 in the IAS 46 are lying vacant with a similar situation existing in respect of the IPS cadre strength. While the rules mandate that the cadre strength of the country's elite services in the states should be reviewed after every five years, in case of J&K the review was held in 2009 after a gap of 10 years. Some of the senior most IAS and IPS officers continue to be on deputation with the central government and for one reason or the other these officers have been trying to continue their deputations outside the state. Senior most IAS officers on deputation are Pervez Dewan, Khurshid Ganai, Anil Goswami, P.G. Chakraborty, Sonali Kumar, Arun Kumar, Pankaj Jain, A.K. Angurana, Pramod Jain and many others. Those on deputation among the IPS officers include Gopal Reddy, Javaid Mujtaba Geelani, Viplu Kumar, Mukesh Singh, Nitesh Kumar, S.P. Pani, etc. Sources in the state government have confirmed to Early Times that as of now there has neither a request for reviewing the cadre strength of the IAS/IPS by the state government nor any formal attempt to recall persons on deputation except in cases where an officer on deputation wants to return on personal reasons.
