JU employee’s quest for justice

Jammu, Nov 28 : Raj Singh is a permanent employee of the Jammu University who has put in more than thirty years of service. In April, 2007 he, on his promotion as Senior Assistant, was directed to work under the kind control of Dr Jasbir Singh, the then Coordinator, N.S.S. Right from the day Raj Singh reported for duty, Dr Jasbir started despising him since belongs to a Scheduled Caste Community. Not only this but also, he behaved him in a desirable manner. Many a times, he asked him not to enter his office. He even asked him to handover the ledgers, cheque books and all other record to the contractual Junior Assistant, namely, Ajay Bali. Accordingly, obeying his order, he entrusted the whole things to Ajay Bali.
On 8.7.2009 Dr Jasbir detected forging of signatures and frauds in financial transactions and reported the matter to then Registrar Prof. Gian Singh Sambyal who instead of taking action against Ajay Bali ( who committed the crime), lodged FIR against Raj Singh with the Police. Dr Jasbir did not involve Ajay Bali in the case and to save his skin, immediately terminated his services. Three and half years' time has passed but no challan has so far been produced in the court and during this period due to meager subsistence allowance Raj Singh received from the University, his financial position deteriorated and also due to financial shortage the education of his brilliant children got badly affected and they felt constrained to leave their studies. And he could not feed them properly.
The subsistence allowance Rs 8500 which Raj Singh had been receiving right from his suspension has too been reduced to Rs 7500 especially during these days of huge dearness.
Even no leave is being granted to Raj Singh and in case he avails of any leave to attend the urgency, the subsistence allowance for that day is deducted by the Accounts Branch. Whereas, many others who were suspended in the past and never attended the office during their suspension, were given full subsistence allowance.
Raj Singh also disclosed that in October this year one extra counter for receipt of cash was opened in DOE during admission process of UG & PG courses. From the perusal of the receipt book issued to Senior Assistant Rajesh Gupta for the purpose, it was noted that an amount of Rs. 47020 was collected by him. The amount so collected was required to be deposited in the cash section immediately on daily basis but he did not deposit the same and the same was unauthorizedly questions as to why the
University authorities has taken no action against another JU employee, kept with him. Whereas, as per rules, public money can not be mixed with personal money, therefore the act he committed amounts to embezzlement of public money to but till date no action has been initiated against the said erring official by the authorities. It is only that he is not a Scheduled Caste.
Raj Singh appealed demanded that he should immediately be reinstated as he said he sis quite innocent and he has committed no crime.
