APS expresses grief over Bhat's demise 11/29/2012 12:28:31 AM EARLY TIMES REPORT Srinagar, Nov 28: All Private Secretary (APS) Cadre has expressed sorrow over the sudden demise of Habbibullah Bhat Deputy Secretary from Secretary Cadre. Bhat breathed his last on Wednesday morning.
