| Accounts & Treasury officer working on same table from 1987 | | Official Transfer Policy Raped! | | EARLY TIMES REPORT
Jammu, Dec 11: In blatant violation of documented transfer policy that governs the transfers and postings of employees of Jammu and Kashmir government, an employee of the department of Accounts and Treasuries has never been transferred during entire length of 25 years of service that he has put in.
The startling disclosure has been made in an RTI query wherein the Public Information Officer (PIO) of the DG Accounts & Treasuries under letter No: DGAT/RTI/02 dated 29/11/ 2012 accepts that the officer in question Sandeep Padha presently Principal Private Secretary to Director General Accounts & Treasuries (DGAT) was appointed as Junior scale stenographer vide order No: 79-Accts of 1987 dated 2.04.1987and has never been transferred since then.
"He has been working in the Directorate as Junior scale stenographer , Senior scale stenographer, Private Secretary and now Principal Private Secretary with Director General Accounts & Treasuries", states the PIO, while the Govt order No: 861 - GAD of 2010 dated 28.07.2010 explicitly states that minimum tenure for stay for a government employee at one place is 2 years and maximum upto 3 years.
Justifying the violation of government directive with regards to transfer of the government employee, the PIO further states, "since his posting in the department , the officer has been working exceptionally hard with exemplary dedication , sincerity and to the entire satisfaction of his superiors . Since his services were required in the Directorate of Accounts & Treasuries , in the interest of administration , therefore on the request of Finance department he has been allowed to continue in the Accounts & Treasuries by the GAD."
However, while the department is bending backwards to establish inevitability of the officer in question, sources divulge that the officer is fully involved in corruption and works as an agent for transfers and postings of Accounts Assistants , Assistant Accounts Officers & Accounts Officers etc and that is the reason he is not being touched as he works in close coordination with top officials of DG Accounts & Treasuries and Finance Department.
Pertinent to mention that the post of Principal Private Secretary has been tailor made to get the said officer adjusted in the same office even though there is no such notified post. in this regard the PIO states, " Since the post of Principal Private Secretary is equivalent to Chief Accounts Officer (CAO) in terms of pay Band and Grade pay, the salary of the officer is being drawn against the post of CAO which is available with the Directorate of Accounts & Treasuries." "The Officer has been posted in Directorate of Accounts & Treasuries vide Govt Order No: 1354 -GAD of 2011 dated 28.11.2011 issued by the GAD in view of the sensitiveness of the post", the reply further states.
The sources said that the officer is drawing the salary against the post of Computer Programmer. The transfer policy of the Government seems to be meant for KAS , IAS officers in the state and there are scores of officers like Sandeep Padha who have official patronage of the top Ministers and bureaucrats and remain untouched in blatant violation of transfer policy.
Meanwhile, Special Secretary in the General Administration Department G S chib when contacted said, " it is to be ascertained as to which cadre does the officer belong, but in any case, it is violation of the transfer policy and I shall definitely look into it".
