| Assembly Complex Collapse: MLA Doda demands CBI enquiry | | | Early Times Report
Jammu, Dec 24: Challenging the findings in report submitted by the government probe panel into the collapse of heritage legislative building complex at Jammu, former Minister and MLA Doda, Abdul Majid Wani Sunday demanded a high level enquiry by an independent body like Crime Branch or Central Bureau of Investigation (CBI). "The JKPCC has become notorious for shelving off/ delaying completion of important projects or showing high degree of delinquency in execution of other state projects, as well. The same government agency is responsible for sabotaging of construction of the Ganpat bridge in Doda district apart from delaying other important projects in Chenab Valley Region either due to vested interests of its engineers or due to political motivation," he alleged in a statement. Wani said that it was really surprising to find the previous head of JKPCC in the government probe panel. "Responsibility of sudden collapse of the historical grand edifice of Legislative Assembly at Jammu should have been, primarily, of expert engineers of JKPCC and its contractors who could not take required precautions while digging, excessively, surface of the old complex for constructing the new complex. Role of the consultants is limited only to prepare designs, drawings and plans of the projects, that too, as per directions of the executing agency. Then the executing agency has basic responsibility to check and evaluate the plans/ drawings and designs prepared by the consultants; and to ensure use of the latest technology and to take all required preventive/ safety measures while executing projects on the ground," he said. "It was, thus, primarily duty of engineers of the executing agency as well as the contractors to take utmost precautions in digging land adjoining the old complex by using the latest technology like slope stabilization, short circuiting, rock bolting or other available means. This could have definitely avoided sudden collapse of the monumental building complex. And, this is a well known fact that the engineers of JKPCC were repeatedly assuring those sitting at the top most echelons of the state administration about safety of the old legislative assembly complex. Thus, it becomes very important to ascertain as to whether the old complex caved in owing to excessive digging underneath its surface for construction of the new complex or because of official apathy to ensure its upkeep and maintenance or due to flaws in the DPR, planning or in execution or all of the above fact," he added. Demanding an independent probe by CBI or crime branch into the collapse the MLA requested the Chief Minister Omar Abdullah to also order performance audits of all on going engineering projects of JKPCC in the state and to ensure strict action under the law against executing agencies for any defect or delay in the projects. |
