As Delhi seethes with anger, Lieutenant Governor chooses to holiday

Jammu, Dec 24: The spontaneous agitation against Delhi gang rape is assuming serious proportions as the central government baffles with ideas to address the national shame. Womanhood has been outraged by the perpetrators of this most heinous crime and unequivocal condemnation and anger against the perpetrators is both expected and understandable.
The police action against protesters in Delhi has put a question mark over the preparedness of the police force to deal with the public anger. It is also not difficult to understand that some anti-social elements could have mingled with the protesters to hijack the mass movement. Turning police vehicles turtle, setting fire to public park benches and indulgence in other unlawful acts cannot by any stretch of imagination be deemed as peaceful protest.
At the same time, using water cannons, lathis and tear smoke shells against boys and girls who remained peaceful throughout these protests cannot be justified. Perhaps it was because of the predominant number of peaceful, non-violent protesters that the union home minister offered his apology for the police crackdown on the protesters.
Amid all this tension and anger one is forced to ask a very pertinent question. Where is the Delhi Lieutenant Governor under whose direct control the police in the union capital functions? Reports say he is holidaying somewhere in Europe as Delhi is seething with rage and shame. Delhi Chief Minister Shiela Dikshit has said time and again that she as the Chief Minister of the country's capital city does not have the powers to transfer even a constable of police. She has demanded fixing of responsibility for the use of excessive force against the protesters. Reports also indicate that Dikshit meet the Union Home inister Sushil Kumar Shinde demanding the resignation of Delhi Police Commissioner.
Amid so much administrative confusion where the chief minister of the union capital claims she has no control over the police force and the lieutenant governor choosing to remain away on a holiday when he should have been in the thick of administrative decision making, one is justified in arguing that things are in a mess of sorts in Delhi.
Those who demand capital punishment to the guilty are actually orchestrating the national sentiment and it does not mean the protesters are demanding setting up of some sort of a Kangaroo court to try and hang the guilty.
Delhi gang rape has already moved the collective conscience of the country. Our lengthy and frustrating legal system coupled with the failure of the police to ensure safety of women has resulted in a situation where people need to be assured of the state's authority to act against the guilty. As the Lieutenant Governor chooses to play truant, how can anybody convince protesters that things are in shape at Delhi?
