| Fresh conflict plagues NC-Congress ties in J & K | | | early times report Jammu, Jan 2: Fresh conflict is brewing between the National Conference and the Congress in Jammu and Kashmir over the issue of empowerment of Panchayats.The state unit of the Congress continues to campaign in favour of incorporating 73rd amendment in the state's Panchayat Raj Act but the NC leadership is opposed to it on the plea that by extending the central Act to the state it would lead to added dilution of the internal autonomy and the spirit of Article 370. The Congress had been given an impression that the NC was not against empowerment of Panch-ayats but a senior NC leader raised a new storm in the Congress circles when he turned down the demand for including the central Act. Not only this, NC leader, Mohd.Shafi, MP, did not find any reason for empowering Panchayats. Taking its coalition partner Congress head-on, ruling National Conference (NC) made it clear that it won't allow incorporation of any new provisions in the State Panchayati Raj Act which, according to the party, was "much comprehensive" than the existing Panchayat laws in any other state of India. "We don't need any provisions of the 73rd amendment of the Indian Constitution as J&K Panchayat Raj Act 1989 is more comprehensive than similar laws in any other State of India," NC ideologue and Member Parliament, Muhammad Shafi (Uri) stated. However, another senior NC leader and Minister for Rural Development and Panchayati Raj, Ali Muhammad Sagar said the "coalition partners have agreed to incorporate some new provisions aimed at strengthening the Panchayat Raj Act further." Reports said that the issue may come up for detailed discussion during the ensuing meeting of the Coordination Committee of the ruling coalition partners. A senior Congress leader said that if the NC leadership adopted inflexible attitude the matter would be referred to the AICC general secretary, Rahul Gandhi.
