| Unemployed offered jobs worth Rs 140 per day; retired fat salaries, perks, official vehicles | | It happens only in J&K! | | Syed Junaid Hashmi JAMMU, Jan 2: Believe it or not but in Jammu and Kashmir, Unemployed are offered Government jobs worth Rs. 140 per day while retiring Babus are re-engaged to continue drawing fat salaries, enjoying perks, drawing official vehicles while keeping the developmental profile of the state 'stagnant' as is talked believed widely. Though retired officials have been engaged in almost every department but State Power Development Corporation (SPDC) has gone two steps ahead in engaging retired Government officials. Sources said that five retired officials are enjoying five significant positions in the corporation for the reasons better known to Managing Director (MD) of the corporation Basharat Ahmed Dhar as well as State Government, which did not utter even a single word despite being aware of these appointments. These five officials are working as consultants in the corporation. Ex-Chief Engineer B.S.Jamwal, who retired as Chief Engineer (CE) Generation (PDC) Baglihar Hydroelectric Project (BHEP) Chanderkote has been engaged as Consultant Technical and if the sources are to be believed, he has been drawing the salary last drawn by him along with all other perks and monetary benefits. He has been engaged despite the presence of an officer of the rank of Development Commissioner (DC) Power. Executive Director (Civil) Zahoor Ahmed Chat possesses requisite qualification and if allowed to work, sources maintain that Consultant (technical) would not be required at all. Another official, I.U.Ganai retired as DGM (Law) and was within a few days time re-engaged as Consultant (Legal). Since then, he has managed three extensions with the latest one being granted a few months ago. Ask for the reasons and you are told about the legal expertise of Ganai. It has been learnt reliably that Ganai is closely related to the Managing Director (MD) Basharat Ahmed Dhar as well as another top IAS officer. Though it cannot be said that he is getting extensions because of his high profile connections but presence of senior General Manager (SGM) law Feroz Ahmed Sheikh, who is an officer of the rank of Additional Secretary from the Law Department in the Corporation does raise questions on the continuation of Ganai. Again, two officers are doing the same job of providing legal consultation to SPDC. Ahmadullah Shah, the man who during his service days was known as heart of General Administration Department (GAD) is now looking after Human Resource of SPDC. He retired as Special Secretary to GAD and was re-engaged within months by Dhar. Sources said that Shah's appointment has more to do with proximity he had with Dhar, when the later was Commissioner/Secretary of GAD. They added that Ahmadullah is managing a human resource of merely 200 employees of the corporation since major fleet of the corporation consists of employees drawn from various engineering wings of PHE, PWD, Finance and PDD. Besides, Ahmadullah has been engaged for a job which Administrative Officer (AO) of the Corporation is competent of doing. Presently, an Under Secretary level officer Firdose Hussain is working as Administrative Officer (AO). He came to SPDC after he was promoted from Section Officer (SO) to Under-Secretary. Kartar Singh Barmal, who retired as Tehsildar has been engaged as Consultant Revenue for Jammu region while Abdul Majid Khanday, who retired as Deputy Commissioner (DC) is consultant for Kashmir region. Instead of creating a post of Land Management Officer (LMO), sources said that SPDC has engaged two retired officials as consultants for two regions. They said that these five consultants are unlikely to leave early and would the path shown by ex-Consultant (Electrical) Abdul Rashid Tak. Tak did not leave SPDC until he got new job in Jammu and Kashmir Water Resources Regulatory Authority (SWRRA) as one of its member. Following suit, one of these officers is awaiting an appointment in Jammu and Kashmir Public Service Commission (JKPSC) as its next Chairman after the exit of S.L.Bhat, where tenure ends in 2014. The unemployed seeking jobs are perplexed over this gloomy scenario and awaiting for someone to start remedying the situation. |
