Mess in PSC, Makhdoomi speaks up but why?
Pot calling kettle black!

JAMMU, Jan 6: Within days of his retirement, ex-IPS officer Javed Makhd-oomi has turned messiah, shot off a grumbling letter to Governor N.N.Vohra leveling serious allegations of 'dictatorship, illegality nd unfairness' against Chair-man of Jammu and Kash-mir Public Service Comm-ission (JKPSC) S.L.Bhat.
Makhdoomi's change of heart, that too after he retired from commission and after his daughter became a KAS officer, after sons and daughters of several other close buddy bureaucrats, police and accounts officers were adjudged by the same commission, same set of people and same chairman as only people efficient enough to take over reins of various departments in the state administrative system, has come as shocker for all those who are either now associated with commission or were its part in the past.
Makhdoomi has obliquely termed Chairman S.L.Bhat's attitude authoritarian and accused him of manipulating results of high profile examinations. Referring to selection of junior judges, he has claimed that result notification issued on November 16 had been signed by just one member namely ex-IAS officer Khazir Mohammed Wani. He has claimed of not having signed the result notification alongwith two other members namely Masood Samoon and Kulbhushan Jandial. Taking a moral high ground, Makhdoomi has said that result notification of KCS (Judicial) examination was completely illegal and unauthorized. As last resort, Makhdoomi has requested Governor
N.N.Vohra to order an inquiry. He has sought immediate cancellation of the result notification, since according to him; it did not have mandatory approval of three-fourth of the members. The letter has confirmed what Early Times reported few years back about the affairs in JKSPC.
Makhdoomi's letter has blunted confidence which Chief Minister Omar Abdullah had displayed while defending members as well as Chairman of the commission, when youth across the state had come on roads, alleging favori-tism and foul play in selection of officers through Combined Service Exami-nation (CEC) for KAS, KPS and Accounts services. Omar had tweeted questioning credibility and veracity of the news reports which unveiled the muck in PSC. The news report contained detailed account of how the members had
played with the future of children of poor and downtrodden sections of the society by awarding marks in the interview graciously to their own wards as well as those of their friends and relatives. The same
commission, which sang peens about the integrity of Makhdoomi and company, is speaking in a completely different tone today. This same coterie defended the alleged wrong then and even managed to
convince Governor N.N.Vohra as well as Chief Minister Omar Abdullah about their integrity and honesty through their friends in the political circles, bureaucracy, police and even media. These overnight messiahs then pleaded innocence, gave communal color to what was purely an alleged match-fixing and justified selections by terming the
investigative journalism a case of bias against Urdu writing youngsters. One can call how a member of the commission alongwith an official showered praises on Chairman S.L.Bhat for ensuring selection of 'quality' officers which included his child also. He said "My child has remained exceptional throughout her career. She is capable of
qualifying IAS or any other competitive examination." Another one added "Why you people in media make the selection of our children or those of ministers, MLAs, MLCs an issue? Our children too have a right to compete and get selected for positions which we did during our time."
An advice had also poured in from someone close to Chairman S.L.Bhat telling us all to shut up, stop raising unnecessary hue and cry, allow the commission to function independently and above up, end questioning integrity, honesty and fairness of members as well as Chairman while selecting the candidates for the high profile positions in the state bureaucracy and police. The person, a politician by profession had then remarked "Makhdoomi, Wani, Jandial, Samoon and S.L.Bhat have remained extremely honest, straightforward and exceptional officers.
It is the best team to judge best brains."
However, Makhdoomi's letter might have come as huge embarrassment to this politician also; whose child is now a KPS officer. The letter raises questions on every selection which this commission has carried out during the last four years and implores upon Governor N.N.Vohra to initiate a time-bound inquiry into the alleged mess in JKPSC. It also showcases how members of the commission remain silent when their ward are involved and speak up when they retire and when their children are officers in the state government. The case makes it all the more
important for Chief Minister to come out of state of inertia and do spade work. If Director General of Police (DGP) can come from outside the state, the same can be done in the case of PSC.
