| JU simmers as favoritism, selective victimization turns order of day | | Single Candidate Interview" for kith of Registrar | | early times report Jammu, Jan 6: The favoritism is at its peak in the University of Jammu (JU) as Vice Chancellor Prof Mohan Paul Singh Ishar, who is yet to celebrate his first anniversary in the office, has been kind enough to blue-eyed besides going for selective victimization of others. Recently, the Vice Chancellor okayed the "Single Candidate Interview" of the wife of a senior most Professor and sister-in-law of the Registrar. As per the practice, the University had to re-advertise the post of Professor in Botany Department for which the sister-in-law of Registrar had applied, as she was lone candidate. But, setting aside the past practice, Prof Ishar decided to go for single candidate interview hence paving the way for her unopposed selection. Sources disclosed that Prof Ishar had also been generous enough to his Special Secretary Jai Kumar Sharma. He was Joint Registrar (Finance) when Prof Ishar assumed the charge of Vice Chancellor. Since Sharma enjoyed proximity with the Vice Chancellor, he was called to VC Secretariat and made Officer on Special Duty (OSD) to Prof Ishar. Whereas, Special Secretary to VC Neeraj Sharma was relieved of the post and made OSD Finance.
Later, the Vice Chancellor took the item pertaining to the post of Special Secretary to recently held University Council Meet and got the amendment done. As per amendment, the already approved pay scale and grade pay was dropped, and added the provision of 10 percent pay for the incumbent at his own scale of pay. Thereafter, the Vice Chancellor ordered demotion of Neeraj Sharma from his pay scale, which he was granted in 2008. Sources added that it was a selective victimization of Neeraj Sharma, as Chaman Lal Sharma, who was Special Secretary prior to Neeraj, still enjoys the benefit of pay scale at which he retired. The University of Kashmir (KU) also has the post of Special Secretary but, there is no such turbulence which shows that JU Vice Chancellor was keen to go for amendment at someone's insistence, he further said. However, the High Court stayed the order of Neeraj Sharma's demotion after which his pay scale was restored pending disposal of the petition.
