Early Times Report
srinagar, Jan 17: With outdated official websites of the State and various districts mocking at Chief Minister Omar Abdullah's claims that J&K has made remarkable development in Information Technology and E Governance, Whether Feroz Khan the new Minister for Information Technology wakes up to the plight of these websites would be interesting to see.
ET had highlighted the issue of J&K Government's official website (www.jammuandkashmir.nic.in) which has been defunct since long but status of the websites of J&K's different districts is no different. Official websites of almost all districts in J&K carry outdated information while a few of them are completely defunct.
www.srinagar.nic.in, the website of Srinagar district has a very shabby outlook after one accesses to it. The population of the district has been shown 10.94 Lakhs as per 2001 census. The highly paid District Informatics officer has found no time to update the latest census details.
www.jammu.nic.in, the website of Jammu district has a link regarding district tenders and after opening the link one finds tender notices dating back to 28th July 2012 and 3rd August 2012 respectively. No information with regards to tenders after this date has been uploaded, deflating Government's claims of e-tendering.
The newly created districts of Kishtwar, Kulgam, Shopian and Ganderbal have no official district websites inspite of the fact that these districts were created nearly five years back.
The website of district Kupwara -www.kupwara.nic.in-hasn't been updated for long. The landline telephone numbers available on the websites are not working , even the official number of DC office Kupwara is out of order and not a single mobile number of any district official is available on the website. The old advertisement notices are still posted on the website.
Rajouri district website - www.rajouri.nic.in : This district website has a column on PIO's and APIO's under J&K RTI Act 2009 but when one opens the link a message is being flashed under upgradation and one cannot access the list of these Public Information Officers (PIO's) and Assistant Public Information Officers (APIO's) who have been appointed to provide Information to people under State RTI Act 2009. The link related to list of Sarpanchs and Panchs cannot be opened. Interestingly, information related to Hajj 2010 is still posted on the Rajouri district website.
Pulwama district website : www.pulwama. nic.in . carries telephone directory with names and numbers of the officers who have been transferred from the district since long. The tourist places of Kulgam and Shopian districts have been shown located in Pulwama district.
On the contrary, a click on the district websites in Maharashtra or Karnataka speaks of the difference between the governance and e-governance in J&K and these States. All eyes would now be on the new Minister of State for Information Technology with Independent charge Feroz Khan to overhaul his department and remove this mess from Information Technology Department.
