Brokers 'manipulating' in Relief Commissioner’s office

Jammu, Jan 17: After the reports of bungling in allotment of flats to non-camp migrants at Jagti satellite township in outskirts of Jammu surfaced, the allegations of brokers of Relief Department 'manipulating' the things in the office.
It has been alleged that officials at lower level in the Relief Commissioner’s office prefer to accept papers from brokers instead of migrants directly.
Under Prime Minister's rehabilitation plan for Kashmiri migrants living in relief camps in Jammu, who migrated after arms insurgency broke out in 1989 in the State, a satellite township was constructed at Jagti in outskirts of winter capital Jammu where 2011 flats were allotted to camp migrants till date.
In 2011, applications were invited for non-camp migrants for the purpose of allotment of remaining flats at Jagti and the Relief Commissioner’s office received 15000 applications out of which 549 were allotted flats, which came under scanner as migrants leveled corruption allegations against officials.
Now, source told Early Times that a group of few people are working as brokers and are doing the preparation of migrant certificates and processing files for final allotment.
These brokers are not employees of the Relief Commissioner’s office and corruption cases are still pending against them.
"A clerk, who was sent to his parent department two years back from Relief Office after corruption charges were leveled against him, is back in the office and has taken over the processing of files and issuing of migrant certificates work," sources said.
"Another person from Miran Sahib area of Jammu, a known broker among migrants, along his associate working as Relief Assistant in Nanak Nagar zone are on the job of processing files," sources added.
It has been alleged that he got around 15 flats allotted in Jagti to his own people with whom he has transaction.
Many other people, a broker from Nagrota camp, despite being a non-gazzatted employee has been given the charge of gazetted place of Headquarter Assistant, a peon of Digiana office and an orderly who was shifted from relief office earlier for corruption charges, are in core group who process files in the Relief Commissioner’s office.
Sources said that it is the nexus of brokers and few employees who prepared the list of migrants who were allotted flats at Jagti, which raised a huge controversy and protest against allotments were also held.
