Directs for immediate cancellation of attachments

JAMMU, Jan 17: Deputy Chief Minister Tara Chand today chaired a high level meeting of officers of Education Department and reviewed the functioning of the department at Civil Secretariat.
While directing for immediate cancellation of attachments, the Deputy Chief Minister instructed that all those teachers/masters in the department who have been attached at different offices and schools should be immediately detached and report to their respective place of duties. The practice of getting attached at preferred places would be entirely done away in the department and strict monitoring would be kept to curb the culture, he maintained.
Commissioner-Secretary, School Education F.A. Factoo, Director, School Education, Jammu Ms Suman Lata, Director, Kashmir M.S. Rather, State Project Director, RMSA Mr. Hilal Parrey and other senior officers attended the meeting.
Pitching for effective monitoring and supervision, Tara Chand said that for better performance, supervision has an important role and all ZEO's and ZEPO's would be playing their role in this regard. He said periodic and time bound reports should be prepared by all concerned zonal heads of the department and sent to respective directorates.
"Performance of students is the bench mark for judging the report card of any government school and those schools whose students would show excellent results the respective teachers would be suitable rewarded but for those where the performance is below the standard the concerned would be dealt with strong hands," he said.
Performance based incentives would be allowed and those principals and teachers whose schools under perform the staff would be treated as dead wood and action would be initiated under relevant rules, he added.
Calling for promoting transparency and prompt grievance redressal, Mr. Tara Chand said that the department should approach National Informatics Centre (NIC) for establishing online system so that all vital information may be put on the website of the department for convenience of all the concerned.
He said grievance cells should be established at district levels to be interlinked with respective directorates for prompt redressal.
