Jammu based Ministers clipped to make room for favourites: Harsh
Rejig of Council of Ministers unconstitutional, unjustified, uncalled for

Jammu, Jan 20 : Jammu and Kashmir National Panthers party has termed recent reshuffle of the state cabinet as unjust and unconstitutional and discriminatory against Jammu based ministers.
Harsh Dev Singh NPP MLA and its chairman has questioned the logic and rationale behind the changes made and portfolios allocated and re-allocated amongst the new incumbents in the Jumbo sized coalition Ministry headed by Omar Abdullah. He said the Govt. has again violated the constitutional provisions by creating a ministry of 31 incumbents which include 6 vice Chairpersons of Boards illegally conferred with Ministers status. He said the entire exercise has been conducted to ensure division of loaves and fishes of power with left-outs and keeping the disgruntled flock contented. He said accommodating the disgruntled lot is a huge price being paid out of state exchequer to quieten the discontent and is unacceptable, illogical and unbearable for a state like ours.
Harsh Dev Singh further observed that the distribution of portfolios had been most irrational with no account having been taken of the ability, aptitude and capability of the incumbent. He said several Junior Ministers with MoS rank have been given key portfolios after withdrawing the same from their senior colleagues without any justification. He said that a peculiar situation had been created where junior Ministers had been assigned two to three times higher govt. business as compared to cabinet Ministers. He said that some of the Ministers who had initiated some meaningful work in their Deptt. and had gained some experience were shifted to other Deptts. He said the example of Housing and Urban Development headed by Tara Chand Dy. CM was a case in point. He pointed out that the said Minister had initiated some reforms including Property rights to slum dwellers, Development Act, Public disclosure Law, on Line building permissions system, Development of colonies for economically weaker sections, ombudsman Act besides others but when it came to implementation part he was divested of the charge of the said deptt. He said not only was he relieved of the charge, but the said Deptt. was also bifurcated into parts which was not only ridiculous but was also in contravention of govt. business Rules which treated the said Deptt. as one single entity. Likewise he ridiculed the breakup of Education into three parts with School Education, Higher Education and Technical Education having been assigned to three different Ministers. He said the bifurcation of Health and Medical Education also was weird with Ludicrous which needed to have been clubbed for effective governance.
Harsh Dev Singh further questioned the removal of two Jammu based cabinet Ministers S.S Salathia and R.S Chib who were unceremoniously shown the doors. He said that public had the right to know whether there was something incriminating against them or they were simply removed to make way for certain favorites charging govt. at the same time of chipping the Jammu based Ministers.
