Is Omar trying to fight or foment regional discrimination?

Jammu, Jan 20 : Chief Minister Omar Abdullah has dished out an idea which one may think superior to Plato's republic. Others may treat it an idea which even Machama,a popular character in Radio Kashmir's serial play that would beguile Kashmiri families till early 70's,could not have imagined.
To others the idea of keeping open the civil secretariat and other move offices open in Srinagar during the winter and keep them open in Jammu during the summer months is the outcome of a brain that is as sharp as that of Newton. Prior to Newton there would have been millions of people who had watched apples falling on the ground.But those millions were not as sharp as Newton who, soon after watching an apple falling from the bough to the ground,dished out the law of gravitation.
And if the Dogra rulers had introduced the Durbar move, under which the Government offices would remain open in summer in Srinagar and in the winter months shift from Srinagar to Jammu, they had a purpose.They wanted to spare themselves and the Government employees from the rigours of the blazing sun in Jammu and from the subzero temperature in the valley.
When Omar Abdullah dished out his utopean idea he seemed to have some valid reason.He has floated,like hydrogen filled balloon, the idea of reversing the timing of Darbar Move i.e. keeping it in Jammu during summer and Kashmir during winter so that problems of the people were well attended to by the Government especially at a time when the people need the Government most.
Omar Abdullah has confessed that the process of Darbar Move cannot be done away with, let there be a reversal of the Darbar Move system so that the move offices remain open during summer in Jammu and in winter functional in Kashmir.
The successive Governments in the state of Jammu and Kashmir have already earned the distinction of having been poor performers and have been known for misgovernance.Does Omar Abdullah want to penalise the employees and senior bureaucrats by forcing them to shiver in subzero temperature in Kashmir and that too when the valley is tormented by severe shortage of electricity ? Does the Chief Minister want to make employees and officers active while fighting loo and humidity and blazing sun in Jammu ?
One may not be able to know anything about the real purpose behind the Chief Minister's new theory.And perchance if Omar is able to execute his Platonic idea and succeeds in improving transparency and accountability in all the Government departments he deserves a Nobel prize.
Nobel prize for what ? He can become a Nobel laureate for having been instrumental in modifying and altering a century old practices and procedure.
Possibly Omar wants to complete the Naya Kashmir programme,which his grandfather had conceived around 1931-38 in a bid to overthrow the dynastic rule.
Omar has been in power for about four years.If his mental faculties have been able to soar so high within this short period one may have to be prepared for highly novel ideas emerging from his sharp brain if he retains power after the next Assembly poll due in 2014.
Do not feel surprised if Omar,as Chief Minister in 2014-15,dishes out the idea of keeping the civil secretariat and other move offices open in Leh during the winter months and open in Reasi during the summer months.And if he retains power after the 2020 election he may float the idea of dividing the civil secretariat and all the Government offices in three segments with instructions that each segment may remain functional throughout the year in the three regions of the state.
And if one finds the civil secretariat and all other Government offices functional simultaneously in Leh,Jammu and Srinagar Omar's name will go down the history for having been an architect of complete regional balance.
