| Would reversal of Darbar Move tradition help? | | | early times report Jammu, Jan 20: The latest salvo by State Chief Minister Omar Abdullah regarding his desire to have the traditional Dar-bar move reversed should not surprise many. In his latest comment on the social networking twitter.com site Omar Abdullah said it would be in the fitness of things if the Darbar remained stationed in Jammu during the summer months and in Srinagar during the winter months. The logic behind the argument is that the people of the Valley face hardships during the winter months while the people of the Jammu region face hardships during the summers. The same logic turned the other way round would mean the people in the Valley have no problems during the summers and those in Jammu have none during the winters. If the stationing of the seat of governance has a direct bearing on addressing the problems of the people then the chief minister should better think of stationing the Darbar in the Ladakh region during the winter months because there is no doubt that the hardships faced by the people living in the cold desert region of the state are matched by none else. What the state government must try and remember is that stationing of the government does not matter at all as long as it remains within the state. It is the effectiveness and the authority of the government that matters. Wherever the chief minister's office remains in today's World because of IT and other allied facilities his eyes and ears would be on the ground provided the government means business. To make the point simpler, we can discuss the latest order issued by the government's medical education department banning private practice by HODs across the state. Though the order has generally been welcomed by the people its implementation has left everything to be desired. None of the HODs in Jammu or Srinagar cities have in fact stopped their private practice to follow the order issued by the government's medical education department. Does it now matter whether the minister incharge of the higher education department remains in Jammu or Srinagar? The order has been implemented at none of the state's capital cities. If the authority of the government exists on ground the chief minister would not have rued the fact that his government is not stationed in the Valley when the people there suffer hardships and problems because of the adverse weather conditions. One is reminded of an old joke while discussing whether the seat of governance should have been stationed in Jammu or Srinagar. A person boarded a boat for crossing the river. When the boat reached the other side the boatman asked the person to pay for his passage. The person said he had no money. Disgusted the boatman asked him to deboard. The person was surprised and asked him to drop him back at the place he had started his journey since he had no right to cross the river without paying for his passage. The boatman laughed and reminded the person that since he had no money it hardly mattered on which side of the river he was. He was marooned on both sides.
