| Corrupt engineer enjoying plum posting in JKPCC despite Vigilance case | | File of his indictment goes missing from PWD secretariat | | Majid Ahmad
Srinagar, Jan 20: Despite political rhetoric to root out corruption that has grown deep and wide in the system, there are several examples where those indicted in cases of corruption have been given lucrative postings by their political masters.
Here is a glaring example: In 2007 a high profile engineer of Jammu and Kashmir Projects Construction Corp-oration (JKPCC) Mohammad Abbas Lone was allegedly caught red-handed by the Vigilance Organisation Kashmir (VOK) while accepting bribe from a contractor. Subsequently, FIR No 12 of 2008 was registered against him in VOK and he was placed under suspension vide order No 8 of 2008 dated 07/04/2008 by Managing Director JKPCC after prosecution sanction was accorded by the Government.
However, case of his reinstatement was taken up on war footing at the instance of then R&B Minister and order for his reinstatement was issued with a condition mentioned in letter No: PW (R&B) Camp/07, dated: 30/10/2008 of Under Secretary to Government PWD that he shall not be given Drawing and Disbursing powers for two years from the date of reinstatement.
It is alleged that after his reinstatement concerned babu in return of huge kickbacks in PWD Secretariat in 2009, with the approval of then R&B Minister decided to place the said "corrupt" officer as Deputy General Manager Unit 1st, Srinagar much before the expiry of two years as was mentioned in the letter. Sources said he was given Drawing and Disbursing powers after then R&B Minister issued instructions in this regard to then MD JKPCC vide letter No: PW(R&B)/G/96/2009, dated: 23/10/2009.
It was also mentioned in the letter that condition for not giving Drawing and Disbursing powers for two years shall be reflected in his service book. "This was also not done and ignoring all its earlier decisions the PWD secretariat showered undue benefits to the corrupt officer by giving him Drawing and Disbursing powers before expiry of two years," sources said.
"The said corrupt officer is enjoying Drawing and Disbursing powers in Unit-I of the Corporation with the entrusting of more prestigious works to him for execution which include construction of additional block, civil secretariat, Srinagar and construction of mini secretariat at Tangmarg besides many other projects just to help him to harness as much crop of corruption as he can to fill the pockets of babus and mantries," they added.
It is also alleged that the file where all these bungling have happened is missing in the PWD secretariat.
