Despite Vigilance cases, Thusoo stays unharmed
s Govt afraid of former MD JKPCC?

srinagar, Jan 22: Despite Government rhetoric against corruption in Jammu and Kashmir, the facts belie its claims.
Here is an example: Despite several cases pending in the Vigilance Organization against Secretary Sports Council Dalip Thusoo presently, Government hesitates to take action for his attachment.
Sources said Thusoo was promoted as General Manager in Jammu and Kashmir Projects Construction Corporation (JKPCC) in 2004 on "fake recruitment rules" and in 2007 then R&B Minister GS Charak made a proposal for his further promotion as Executive Director (ED), without knowledge of the then Managing Director JKPCC M S Najar. "The proposal was never put up to the Board of Directors for ratification since only few Directors had signed the proposal and that too secretly," they said.
As per the proposal the creation of the post of the ED for Thusoo was felt extremely necessary as if the Corporation was about to collapse without him being as its ED. Strangely after promotion, Thusoo held the post for just few months and in fact the said post was carved out as a launching pad for his further promotion as Managing Director (MD) which is corroborated by the fact that he was placed as Minister of the Corporation immediately in 2008.
Sources said the post of ED was never filled up in JKPCC after promoting Thusoo as MD who continues to "enjoy special favours from his godfathers in the state administration despite being indicted by the Vigilance in several FIR's."
"The prominent among them being one related to the construction of Ganpat bridge where crores of rupees were siphoned because of faulty decision of Thusoo coupled with his malafide intentions to loot the state exchequer in connivance with the M/s A K Sharma to whom he had given advance of Rs five crore without any bank guarantee which has already put the Corporation to a great financial loss which had also figured in the report of Auditor General," they alleged.
A senior official in Civil Secretariat said that despite scores of vigilance and other cases against Thusoo which mostly relate to the period during which he was working in the JKPCC as DGM/ GM and MD, he with the patronage of some corrupt babus and mantries, Thusoo is trying his best to get his posting as M D JKPCC once again.
"His (Thusoo's) sole intention is to fudge the records related to FIR's and other cases so as to destroy the evidences against cases having his direct involvement and to finally hush up these cases in connivance with the investigation agencies concerned on monetary considerations," he alleged. "It is in this context that Thusoo is trying to revive his old political connections with the R&B Minister and a deal is being fixed through some middlemen for come back in JKPCC."
