High profile police reshuffle almost finalized

Jammu, Jan 22: After August 27, 2010, it will be for the first time the State Government will make major changes at key levels of Police administration. If everything goes according to plans, the State Cabinet is all set to make major changes in the police administration and the preliminary exercise of finalizing the proposals of placing right choices at suitable places has almost been completed.
It merits a mention here that changes at the top positions in police administration were last made in August 2010 when Kashmir valley was in the middle of crises.
Now when the changes at the top level has become inevitable in the aftermath of elevating the incumbent Inspector Generals of Police for Kashmir and Jammu zones besides two other IGPs viz Sheikh Owais Ahmad and VK Singh, the exercise of finalizing the proposals has been completed. Informed sources told Early Times that the proposals were given final shape on Monday in a meeting which took place in the civil secretariat here in the office chambers of newly inducted Minister of State for Home, Sajad Ahmad Kichloo which was attending by the Commissioner Secretary Home and Director General of J&K Police Ashoke Prasad. Sources said the proposal was latter discussed with the Chief Minister Omar Abdullah and names for coveted positions in the police administration were discussed in detail. They said that minutes of the Departmental Promotion Committee meeting held on December12, 2012 were also discussed and a cabinet memo for approval of the minutes was also finalized by the home department.
If sources are to be believed IGP Kashmir, SM Sahai is tipped off for the high profile Additional Director General of Police, Law and Order in PHQ while his counterpart from Jammu, Dilbagh is likely to be posted as ADG Security.
Sources said that Sheikh Owais Ahmad, IGP, Technical in PHQ is tipped off for ADG Armed Police and VK Singh ADG Home Guards.
Sources said that for the coveted post of IGP Kashmir, panel of 3 IGPs has been suggested however, IGP Crime, A G Mir (IPS) has emerged front runner for the post, however names of IGP Trafic, Muneer Khan and IGP Sayed Mujtaba Geelani were also doing rounds for the coveted post.
Sources said that, a chain has also been framed for reshuffle in the police administration particularly in regard to the transfers of district SSPs and SPs, however, some last minute changes could not be ruled out given the hectic lobbying by some officers.
The anticipated changes in the Police administration are of big significance owing to the fact that elections to the Parliament are most likely to be preponed and there are also indications that elections to the state assembly due in September 2014 may also be advanced which means elections shall be held under the anticipated reshuffle in the police hierarchy.
In August 2010 when Kashmir was on boil, K Rajendra, a 1984 batch IPS officer, who headed the CID department of the state police, was shifted as additional director general of the Armed Police. He was also given additional charge of ADG (law and order). if sources are to be believed Rajendra is now tipped off for ADG, CID.
The then IG (Kashmir range) Farooq Ahmed was replaced with SM Sahai. Farooq Ahmed was shifted as IG (security) by replacing Ram Lubhaiya, who was attached to police headquarters and but was again posted as ADG Security in 2011. B Srinivas, a 1990-batch IPS officer, was given the charge of CID.
Sources said the cabinet which will meet soon after January 26, will give its node to the high profile reshuffle. Meanwhile senior police and civil officers are still busy in hectic lobbying and were seen whirling like dervish around power corridors.
