NC's predicament compounded by Guru's execution

S ince reports indicate that groups of youth
in the Kashmir valley,angry and annoyed
over the execution of the Parliament attack convict, Mohd.Afzal Guru in Tihar Jail,Delhi on Saturday,could indulge in arson and violence the Government has been left with no alternative but to extend curfew restrictions in the Valley.Prior to the execution of Guru the security scenario in Kashmir had registered marked improvement.And as a result of marked decline in the level of militancy related activities and violence during the last over three years the state Government had been in a position to fulfill its commitment on reducing the number of security bunkers and the number of companies of paramilitary forces.And those who had been witness to the city of Srinagar presenting a picture of scores of bunkers have felt amazed when told that the city has hardly any bunker manned by the paramilitary forces.In fact the presence of BSF in Kashmir has been reduced to a trickle after a large number of their companies had been withdrawn from the valley.This was followed by the gradual withdrawal of the CRPF companies.During the last two years about 14 CRPF companies had been withdrawn from the Kashmir valley.While the Government was framing a plan on reducing the presence of troops and CRPF in other areas of the state the execution of Afzal Guru has heightened political and security complications which have compelled the state Government to requisition deployment of additional companies of paramilitary forces.
And as per the latest reports,more than 14 companies of paramilitary forces were being rushed to Kashmir from Delhi.Indications are that these fresh companies of paramilitary forces were being given instructions on the need for observing utmost restraint and for using non-lethal weapons before they were to be deployed in the valley within next three days.Sending additional companies of paramilitary forces indicate that the Government does not want the groups of youth,angry over Guru's execution,to kick added law and order problem when reports have revealed that besides separatists and extremists various agencies across the LOC were trying to stoke trouble in Kashmir.An attempt is being made to derail peace and normalcy which had been restored to Kashmir after a long pause. Attempts are being made to bring the four-year old political arrangement in the shape of a Congress-NC coalition rule under stress and strain forcing the NC to quit the Government and snap ties with the Congress.Till days before Guru's execution the NC leadership was contemplating on an issue whether it should go to the Assembly polls,due in 2014,in alliance with the Congress or face the voters alone.But Guru's execution has added to the problems of the National Conference which had,as a result of misgovernance,invited displeasure from a large segment of people in the state.
The NC leadership has been forced to give a new look to its alliance with the Congress because for a large section of people in Kashmir the Congress has become a symbol of deceit and hatred.Hence the NC leadership,aware of the current anti-Congress breeze in Kashmir,the outcome of Guru's execution,is not interested in sustaining its alliance,atleast till the next Assembly elections were over.NC leadership feels a threat from he way its main rival,the PDP,has started exploiting Guru's execution by raising accusing fingers against Omar Abdullah.And this has been the main reason for Omar to start fulminating against the Congress led UPA Government for not having listened his (Omar's) suggestion on deferring Guru's execution or by converting the death sentence into life imprisonment.And Omar has raised a valid question.He says why the killers of former Punjab Chief Minister,Beant Singh,and those of Rajiv Gandhi have not been executed.He believes that since here are only four MPs from Jammu and Kashmir his views had no force against the Tamils and Punjabi's who have a bigger number of seats in the Lok Sabha.Now for the people of Jammu and Kashmir there is only one question bothering them.Will Omar led National Conference snap ties with the Congress and quit the Government that its heads in Jammu and Kashmir ? Or will Omar favour NC going alone in the next Assembly election ?In both cases the sword hangs on the head of the National Conference.If the NC snaps ties with the Congress and quits the Government it heads in Jammu and Kashmir,or goes alone in the next election or sustains its alliance with the Congress by allowing the four-year old political arrangement to survive the NC would have to fight difficult moments in the next elections when the PDP may not miss any opportunity to strike against Omar and his party on the ashes of Afzal Guru.Yes if Omar snaps ties with the Congress and his father,Farooq Abdullah,resigns as Union Minister the NC can go in for some face saving. However,chances for NC to adopt this extreme course seem to be bleak.
