Encroachment of 92 Kanals of state land by Lal Singh

Jammu, Feb 12: In the Public Interest Litigation (PIL) filed by Prof SK Bhalla highlighting organized land grabbing by certain police officers/ politicians/bureaucrats in connivance with land mafia/under world in various parts of Jammu/Samba Districts, a Division Bench of State High Court comprising Chief Justice MM Kumar and Justice Hasnain Massodi, today expressed its deep anguish / displeasure over the inaction of the General Administration Department (GAD) on the report of State Vigilance Organization (SVO) which was submitted way back on April 24/2006 to the then Principle Secretary to the Chief Minister of Jammu and Kashmir. The SVO in its report dated April 24/2006 had indicted Choudhary Lal Singh, Member Parliament, for unauthorized possession of over 92 Kanal and 6 Marlas of state land at village Krundi Khurd in tehsil Hiranager ,Kathua and SVO had recommended the restoration of the said land from Choudhary Lal Singh .
Today when the matter was taken up for hearing the Division Bench examined the date wise report filed by the commissioner of Vigilance wherein SVO again reiterated that wide letter No SVO/06/PRK-63/05-SC/4605 dated April 24/2006 a report had been submitted to the Principal Secretary to CM recommending restoration of 92 Kanal and 6 Marlas of state land from the unauthorized possession of Choudhary Lal Singh.
The Division Bench while hearing the matter expressed annoyance over the in action despite the lapse of 7 yrs in the matter. The Division Bench made asked the Advocate General M.I Qadri to submit a detailed compliance report in the matter on the next date of gearing i,e on Feb 19. The Division Bench further observed in the open court that responsibility should also be fixed in the matter which remained pending for almost 7 years.
If the sources are to be believed the SVO while conducting a surprise check received an information through reliable sources regarding encroachment of more than 130 kanal of Government land at Krandi Khurd by MP Lal Singh and his brother Rajinder Singh. It was also alleged that the land of poor people of locality was encroached upon and approach road to this land was also constructed through PWD department. However, the revenue agency in Kathua feigned ignorance. Sources further said that Chowdhary Lal Singh and his family are in possession of a huge chunk of land measuring 317 Kanals 16 Marlas at village Kurandi Khurd acquired through gift deeds and sale deeds by Kanta Andotra wife of Chowdhary Lal Singh and Kamia Andotra daughter of Chowdhary Lal Singh.
It is further alleged that the RB Educational Trust through its trustee Kanta Andotra is running Delhi Public School (DPS) from the aforesaid land and the said trust under the patronage of Chowdhary Lal Singh has built a huge farm house which is fully visible on spot.
