| Employment counsellor attached to counsel Civil Secretariat? | | J&K govt does it again! | | Early Times Report
Jammu, Feb 12: Unique are the ways in which Jammu and Kashmir Government functions! A counselor appointed to ensure successful implementation of various self-employment schemes is in the Civil Secretariat for the purpose known better to the Labour and Employment Ministry.
An employee of the Labour and Employment department, a female counselor (name withheld) who was working in the District Employment and Counseling has been called to the Civil Secretariat. Though it is not known what work has been assigned to her, sources said that the ill-planned move has resulted in District Employment and Counseling Center (DECC) Udhampur getting defunct.
According to documents available with Early Times, Commissioner/Secretary Labour and Employment Yadullah vide Government order no: 11-L&E of 2013 Dated 30-01-2013 sanctioned attachment of a female counselor (name withheld) from District Employment and Counseling Center (DECC) Udhampur to Labour and Employment Department in the Civil Secretariat in Jammu. The attachment order has been issued without finding an appropriate replacement for the female counselor.
The order, a copy of which is available with Early Times maintains that the order has been issued at the request of newly inducted Minister for Law and Parliamentary Affairs Mir Saifullah. According to the order issued by Labour and Employment department, Law Minister of Jammu and Kashmir Government vide his D.O. letter no.PS/ML/JPA/18/2013 Dated 22-01-2012 had requested for the attachment of said female counselor in the Civil Secretariat.
Subsequently, Yadullah issued the order at an express pace and if the Civil Secretariat officials are to be believed, this is one of the very few orders which has been issued within a week of the Minister making a formal request to the Labour and Employment Department.
Sources said that the counselor left the Udhampur station within no time and joined the services in the Civil Secretariat. They added that being a fresher, Government should not have attached her in the Civil Secretariat.
Sources said that the attachment of the counselor has resulted in employment department facing shortage of officers to take care of its self-employment schemes. They added that the department is already running short of officers at the district level and attachment of counselors has further deteriorated the situation. Attachment order has been issued despite Chief Minister Omar Abdullah's strict directive not to unnecessarily keep officers in the Civil Secretariat, sources maintained.
They said that a counselor is critical to the District Employment and Counseling Center (DECC) since it is he/she who has to counsel youngsters about opportunities apart from the Government services in various sectors in the country and across the world. These include Hotel Management, Interior Decoration, Costumes Designing and Dress Making, Journalism, Printing Technology, Civil Aviation, Fire Service, Forestry and Horticulture, Nursing, Dental and apprenticeship Training Scheme.
If a career counselor is shifted to Civil Secretariat, Government needs to answer who would look after the counseling centers, an official said while adding that the shifting poses serious threat to the innovative self-employment programmes of the Government. The schemes fail to give desired results when you find people being shifted here and there on flimsy grounds, the official said.
It needs to be mentioned here that career counseling services are there to find a proper career for youth. They serve as a light to young men, groping in the dark at a very crucial moment in their life, at a time when they are actually at the cross-roads of their life. A little tilt this way or that way can make a world of difference in their lives. Career Counseling is a great need for the young students at 10+2 level who stand at the launching of their career. |
