CBI Court awards one year imprisonment, Rs 50,000 fine to LIC Manager, others

Jammu, Feb 14 (JNF) : Special Judge Anticorruption CBI Cases J&K Jammu BL Bhat today awarded one year imprisonment and fine Rs 50000 to P.N. Koul, then Manager (Claims) DO Cell, LIC Jammu (UPS-1) son of Late Damoder Koul resident of 62-C MIG Flats Pkt.6 Mayur Vihar Phase III Delhi, Urmilla Devi wife of Late Vinod Kumar C/O Hamant Singh alias Vivek Ckarkur H.No. 44 Ward No. 5 Chhatri Ka Pura Subash Nagar Morena (MP) and Param Satbir Singh son of Sujan Singh then Higher Grade Asstt. LIC Branch Office Kathua R/O Ward No.1 Kathua District Kathua in corruption case.
According to the CBI case accused persons entered into a criminal conspiracy and got an insurance policy issued from LIC Kathua in the name of a non-existing person namely Puran Singh. It happened on May 28, 1998 that a bogus insurance claim to the tune of Rs 1, 02, 530/- was paid vide a cheque on November 25, 1999 in the name of Urmila Devi on the basis of fake death certificate and other documents attributed to Army Authority, that the non-existing person Puran Singh had died in a bomb blast on October 22, 1998. During the investigation it has been found that proposal for insurance in the name of non-existing person Puran Singh was submitted by LIC Agent Swarn Singh. Particulars of the fictitious proposal given as Puran Singh s/o Lt. Dev Singh r/o Chhatri Ka Pura, Subash Nagar Morena MP with that accused Urmial Devi was mentioned nominee (mother) and Insurance was proposed for Rs 50,000/-.
After hearing Senior Public Prosecutor CBI SK Bhat, Special Judge Anticorruption CBI Cases J&K Jammu Mr. BL Bhat while awarding sentence observed that Corruption has eaten in to the vitals of society. In recent times it has assumed menacing proportions hardly sparing any sphere of life. Insurance sector is no exception. However, the crime of bribery becomes more despicable when the fence starts eating the crop.
The judge observed that the case represents a typical instance of the same and awarded one yr imprisonment and fine Rs 50,000 to .N. Koul, then Manager (Claims) DO Cell, LIC Jammu, Smt. Urmilla Devi and Param Satbir Singh son of Sujan Singh then Higher Grade Asstt. LIC Branch Office Kathua u/s under section 120-B RPC r/w 419,420,468,471 RPC & 5(2) r/w 5(1) (d) of Jammu & Kashmir Prevention of Corruption Act Samvat 2006.
