| Administrative hiatus in J&K with adhoc CS and IGPs | | | early times report Jammu, Feb 17: An administrative hiatus has overtaken the civil services in the State when firm and affirmative administrative decisions have to be taken by following the heightened tensions in the Valley. Madhav Lal, State Chief Secretary is already out after his deputation to Centre and subsequent posting as Secretary MSME ministry in the union government. When Lal reached back here to hand over the charge to the next Chief Secretary the hanging of Parliament attack convict Afzal Guru in Tihar Jail resulted in a law and order situation that completely shifted the focus from routine governance to crowd control. The outgoing Chief Secretary has been told to continue till a decision is taken on his successor. In all likelihood, Mohammad Iqbal Khanday, FC Finance is to head the administration of the State as the next Chief Secretary, but orders of his appointment to the top job have still not been issued which has created administrative hiatus in the civil secretariat, at the provincial and district levels in the State. J&K cannot afford an adhoc head of administration at a time it is facing serious challenges from separatist sympathizers in the Valley and heightened tensions on the LOC. Four senior most IGPs were cleared for promotion to the ADG rank by the departmental promotion committee more than two months ago. Those cleared for promotion include the present IGPs of Jammu and Kashmir zones. At a time when the police force has to have a clear command and direction the continuation of two IGPs at highly sensitive and challenging postings like Jammu and Kashmir zones smacks of adhocism at its worst. The State government must immediately issue the promotion orders of the IGPs cleared for promotion to the next rank and post suitable senior police officers as zonal heads in Jammu and Kashmir. The State government must remember that no police or civil officer, however, competent and outstanding, is indispensable. India's first Prime Minister, Pandit Jawaharlal Nehru had a gold plated quotation placed in his office. It said, "Graveyards are full of people who once thought they were indispensable." What was true of the civil services and the police during Nehru's times is also true of these services today. Without losing further time the State government must issue orders posting its next Chief Secretary and promote four IGPs to the rank of ADGs to prove that neither the administration nor the government can remain hostage to some person/persons who believe hell will break loose if they are transferred or kicked up.
