MOS proposes, Xen disposes and a JE is suspended

KISHTWAR, Feb 23: Executive Engineer PHE Division Kishtwar Abdul Wahid Zarger placed Junior Engineer Masood Ahmed Dev under suspension on the direction of MOS PHE, Irrigation & Flood Control Nazir Ahmed Gurezi for not attending his duties in Marwah/Warwan area of Kishtwar District presently under 4 to 5 feet of snow.
As per order No:HDK/8238-43 dated 22-02-2013, Minister for PHE I&FC along with MOS Home Sajjad Ahmed Kichloo visited Kishtwar on 17-2-2013 where a deputation of people of Marwah headed by an unknown Sarpanch apprised him about the absence of field staff. However, only one JE was placed under suspension. The employees including the JE were present and accompanied MLA Inderwal Ghulam Mohammad Saroori during his extensive tour of his Inderwal constituency. Before issuing suspension orders, the Xen Kishtwar vide letter No. HDK/8113-23 dated 18-02-2013 directed the JE to report at Marwah in two days which is practically impossible in the present situation. It takes 3 to 4 days to reach Marwah as the area has no road connectivity.
As per an insider, the suspended JE is withdrawing his pay from Karoor as its headquarter which is nearly 80 KM away from Marwah. The area lacks telecommunication facilities and is also without electricity and it was not possible to carryout any kind of departmental activity in the area under present circumstances.
It was not only the employees of PHE department who remained absent from duties in Marwah, Warwan and Dachhan areas of Marwah tehsil , the employees of Irrigation, Education, Revenue, Animal Husbandry, Health, Food supplies, Agriculture, Horticulture, Social Welfare, RDD, Fisheries and other Government departments have been seen roaming in Kishtwar and Jammu. The suspension of only one JE on the pretext of remaining absent seems politically motivated. Moreover, many among the Sarpanches of Marwah are presently undergoing training outside State. The suspended JE holds the additional charge of Marwah in addition to his own duties, while various Government order issued from time to time prohibited any kind of work in Sub Zero temperature like present condition in Marwah.
It is pertinent to mention here that many employees posted in Marwah teshil and other far-flung areas of Kishtwar District were running business establishment at Kishtwar and many among them were also seen ferrying passengers in commercial vehicles. Concerned MLA Kishtwar Sajjad Ahmed Kichloo is also very much aware about this fact.
