Et Plus Report Jammu, Mar 4: A Jammu based Human rights activist has approached J&K State Human Rights Commission against the State Government for its failure to enact 'Fire Safety Act' and thus putting the lives of citizens of the state on risk. According to press release, Deepak Sharma in the complaint filed to the human rights panel, has submitted that the State Govt. is ignoring the safety of its citizens from fire accidents in the absence of 'Fire Safety Act' in the state and prayed to the State Human Rights Commission to Issue appropriate directions to the State Govt. to enact 'Fire Safety Act' at the earliest to protect the fundamental right of 'Right to Life' of innocent citizens of the state and to avoid any tragic fire accident. In the petition, it is averred that the State is duty bound to protect and secure lives of its citizens across by ensuring the minimum safety standards, is liable to promulgate policies, which ensure the implementation of the safety laws and procedures laid down and to ensure that there should be strict supervision on those who issue these kinds of Fire Safety NOC certificates. It is also alleged that most of the buildings in state do not even follow the guidelines of 'The National Building Code of India, 2005'. It was also came in to light that excepting Reserve Bank of India building situated near Zorawar Singh Chowk, Bahu Plaza, no other building has ever been issued Fire Safety NOC including Government Hospitals, nursing homes,Schools, theatres etc. Surprisingly even the major state and central govt. buildings in the state, receiving maximum footfall of the people throughout the day, lacks fire safety measures and were never issued 'Fire Safety NOC'. |
