| Omar was duty bound to arrange a meeting of Guru with his family | | NC brought disrepute to Assembly, democratic institution-Mehbooba | | Bashir Assad Jammu, Mar 4: Jammu and Kashmir Assembly Speaker Mubarak Gul today allowed discussion on the issue of the return of the body of Parliament attack convict Afzal Guru to his family, even as the House witnessed disruptions over the matter. The Assembly witnessed uproar when a demand was made for the discussion on the issue of execution of Guru, whereas the National Panthers Party, the Bharatiya Janata Party and Independent MLAs raised slogans, protesting the killing of two policemen in north Kashmir. Peoples Democratic Party (PDP) leader Mehbooba Mufti started the debate saying it was "inhumane" that the family of Afzal Guru was not allowed to meet him the last time. while launching a scathing attack on Omar Abdullah, PDP leader said the Chief Minister was knowing about the rejection of clemency petition by the President of India but he did not contested it with the president or the prime minister nor did he informed the family of Guru about the same. " it was only after the execution of Guru that chief minister issued a statement demanding return of mortal remains of Guru just to score brawny political points. Mehbooba said the people of J&K were not expecting at all that Guru will be hanged owing to change in attitude of New-Delhi since last 8 to 10 years but Omar Abdullah who want to remain in power by appeasing New-Delhi could not argue before the central government about the implications of the execution in the state, instead rushed to Srinagar to monitor how the people of the valley are subjected to repression and subjugation. The PDP leader said Omar Abdullah didn't intervene because according her he was more concerned about obeying the orders than contesting them in the interst of the people of the state. Apparently referring to what PDP often calls promoting renegade culture by NC, Mehbooba said that the party owes an explanation as to how Guru became the symbol of terrorism. Making a mention of Guru letter to his lawyer, Mehbooba said the contents of the letter demand thorough probe as under what circumstances, Guru reached Delhi. She said there is more anger in the country than in J&K over his selective hanging and the subsequent denial of last meeting with his family. During her speech, Mehbooba broke into tears while pointing towards chief minister that as father he should not have denied Ghalib (son of Guru) a last meeting with his father. "When as parents we could not tolerate parting of our children for even six months, how can we deny a minor a last meeting with his father" said Mehbooba. Was CM not duty bound both as a father and as custodian of the state to arrange a last meeting of the family with Guru. On secret hanging Mehbooba said the hanging amounts to murder and National Conference sharing power with the Congress both in the state and at centre was party to the decision of secret hanging. While referring to some Newspaper report, Mehbooba said that Omar had even suggested that Guru should be hanged in Chillai-kalan (harsh winter period of 40 days starting December 21 till end on January). "One who could suggest the timing execution cannot wash off his hands from the stains of blood" said the PDP president. Mehbooba said the resolution seeking clemency for Guru, brought in the house last year, was scuttled in match fixing with BJP last year. describing the secret hanging of Guru as the most primitive measure in 21st century, Mehbooba regretted whether the state assembly was a part of the Indian Democracy where even the issue is not being allowed to discuss. She said the fake encounters, custodial deaths, unmarked graves, killing on streets are what the Kashmir has been witnessing in NC rule. Accusing Chief Minister of sabotaging the demand for return of Guru's mortal remains by mixing up the demand with that of Guru's, Mehbooba said Maqboobl Bhat was hanged after the then chief minister (Dr. Farooq Abdullah). "It is strange that his son (omar Abdullah) is now denading return of mortal remains of Bhat" said Mehbooba. About the "rhetoric" of mortal remains, Mehbooba said, "we need to resolve not resolution to bring back the body". Earlier the Assembly witnessed scenes of ruckus as MLAs protested over a range of issues, including the matter of bringing back Afzal Guru's body to the Valley. The House was also adjourned for sometime. PDP MLAs also demanded government action on the death of two police constables in Handwara and the death of a Kashmiri youth in Hyderabad. Earlier talking to media persons outside the assembly, Mehbooba said NC again conspired with BJP to sabotage and scuttle any chance to discuss this adjournment motion like it did when the resolution on clemency for Guru was moved last year and as such things are happening in the Assembly. " I would like to ask the PM of India and CM of state whether J&K Assembly is a part of democratic system of India or not? "Government (NC and Congress) was part of all the decisions related to Guru's hanging. It was part of the decision, not to allow his family to meet him for the final time, it was part of the decision to bury him there in the Tihar jail and it was well aware of the mercy petition being rejected much before" said Mehbooba. She said there is a wide perception that the two policemen Santosh Singh and Azad Chand killed in Handwara the other day and the hanging of the boy in Hyderabad are related. She said people expect opposition to raise such issues in the Assembly. "We must send a message to the people of Kashmir who are on roads and if other state assemblies like Tamil Nadu and Punjab can discuss such issues why can't we? said Mehbooba. She said Assembly is the only institution left in the state and all issues must be discussed here, however in the last 4 years the government has brought disrepute and disregard to this institution as well. |
