| NC leadership in fix over Guru's issue | | | ET Plus Report Jammu, Mar 4: Constitutional experts say that for returning the body of Afzal Guru, to his family members in Kupwara, the Government of India has to issue special orders to the prison authorities because under the jail manual any convict executed and buried within the prison premises cannot be brought out of the grave. These experts say that in case the Government ultimately yielded to the growing demand for returning Guru's body to his family in Kupwara a special provision is to be made without which the body cannot be returned to Kashmir. At the same time two issues continue to haunt the state Government and the security agencies in Jammu and Kashmir. First, the Government is not sure whether returning Guru's body could trigger bigger violence in the valley or lead to speedy restoration of peace. Secondly, the Government believes that if the centre did not concede the demand for returning Guru's body the security situation in the Kashmir valley could remain fluid for a long time that had the potential of keeping peace hostage to subversive elements. Though the ruling NC had been in the forefront of those who have been demanding that Guru's body be returned to his family, it has started feeling uneasy while exploring plus and minus points about the turn of events that could take place in Kashmir once Guru's body was sent to Kupwara. Informed sources said that the NC leadership had been forced by two developments to seek restoration of Guru's body to his family. First, the Assembly elections, that are due next year, and secondly the campaign launched by the PDP in favour of sending Guru's body back to his family. |
