Upper House echoes concern over 'dismal' state of school education in J&K
Posts of 6 ZEOs lying vacant in Reasi

JAMMU, Mar 12: Members in the Legislative Council today expressed concern over what they expressed as dismal state of school education in Jammu and Kashmir.
Apart from other members, the Deputy Chairman Khalid Najeeb Suharwardhy too expressed grave concern over present state of affairs in the education sector in the State.
The issue was raised in the calling attention notice moved by Congress party member Jugal Kishore Sharma regarding the vacant posts of ZEOs in all the six zones of district Reasi.
"The situation of education sector is dismal in all over the State. It is a serious matter. I want an assurance from your side in the House that all vacant posts of zonal education officers (ZEOs) in the State will be filled at the earliest", Suharwardhy said while asking the Minister of State for Education Feroz Ahmad Khan to look into the matter.
Jugal in his motion pointed out that due to vacant posts of ZEOs smooth functioning of about 1032 Middle and Primary schools are getting affected.
Jugal charged, "It is quite unfortunate that as the six vacant posts of ZEOs of Reasi district are lying vacant, the ZEPO and principals are made incharge ZEOs. How will you run the flagship education schemes RMSA and SSA when you do not have the officers to monitor those schemes? Why the Government has failed to fill the vacancy of those ZEOs?
"Under which criteria the makeshift arrangements are made. The Departmental Promotion Committees constituted by Government are just an eye wash and nothing happens at ground level. Education is an important sector, out future is linked with it", lamented Jugal.
Earlier, the Minister admitted that presently the posts of Zonal Education Officers in all six zones of District Reasi are lying vacant.
The Minister informed that the process for updating the final seniority list of Headmasters and equivalent is under process and the same will be issued shortly. As and when the final seniority list of Headmasters and equivalent officers is issued, the process of placement of Headmasters to I/C Zonal Education Officers and equivalent will be initiated.
The Minister said that there is a shortage of officers at ZEOs and equivalent level. The feeding cadre for the post of ZEOs and equivalent is Headmaster, adding that the Department has recently regularized I/C Headmasters and equivalent officers.
The Minister assured that all the vacant posts of ZEOs and equivalent posts in all six zones in district Reasi will be filled up accordingly.
