NHPC violates norms, releases funds to Hydraulic Division
Another CAT scam in Uri

srinagar, Mar 12: Yet another case of fraud in misappropriation of funds under Catchments Area Treatment Scheme (CATS) has come to the fore in Uri constituency in North Kashmir's Baramulla district and the State Vigilance Organization has reportedly taken cognizance of a complaint to this effect.
Reliable sources told Early Time Plus that National Hydroelectric Power Corporation (NHPC) had recently released around Rs 3.50 crores to the State Government under CAT for constructing a fish pond at Jabla nallah in Uri Constituency. However, in violation of the norms about Rs 1.37 crore were released in favour of Hydraulic Division and only Rs 2.13 crores were released to Fisheries Department for compensating the loss to the fish farm due to construction Hydroelectric Power Project.
However, most of the funding goes to Forest Department for compensating the losses caused to the ecology by deforestation due to construction of power projects in the forest areas. As such there was no precedence for releasing funds under CATS to Hydraulic department and it sounds strange that funds are released to the Hydraulic Department for construction of fish-pond.
Sources said the NHPC was under pressure from PHE Ministry to release a portion of the total amount of Rs 3.50 crores to the Hydraulic Division Uri for laying pipes and constructing approach road up to the Jabla nallah fish pond site and NHPC released Rs 1.37 crores to the said division in violation of the norms. The work for laying pipes and constructing approach road as allotted to four blue eyed persons without inviting tenders and following other codal formalities.
Sources said in September, 2012, the work was allotted to four persons Haji Assadullah Lone (Block President Congress Uri), Bharat Kumar, Farooq Ahmad Chechi and Raja Aslam Khan all Congress workers without following codal procedures. Sources said that Assistant Director Planning Hydraulic Division Sopore was also the beneficiary of the project. Sources further said though the Fisheries Department constructed the pond for seed form but it was not allowed to take up all the allied works for the pond.
Sources said the Vigilance Organization has received a complaint from Contractors Association Uri through Munir Ahmad Mangral and started investigations into the matter.
