Administrative reshuffle: Nepotism, favouritism make unpalatable stew

Jammu, Mar 17: The recent transfers and postings in civil and police administrations have raised many serious questions on the seriousness and sincerity of the Omar Abdullah led coalition government who is already facing credibility crises in the state for its failure to provide effective and transparent administration to the people of the state.
While having a cursory look at the major reshuffle effected in the civil administration, one comes across certain astounding facts which simply indicate that favoritism, nepotism rule the roost in the state.
For instance, first time in the history of Jammu and Kashmir the state cabinet has posted a Deputy Commissioner to Kathua just 15 days before the retirement of incumbent DC. It has never happened before, at least in case of a Collector. And it is also for the first time that a KAS officer (Jatinder Singh) of the rank of Additional Secretary to the Government who is junior figuring at serial No.182 of the seniority list and is not even a special scale officer has been posted as DC Kathua.
If the same yardstick of posting officers in place of those who are retiring by March 31 was to be applied , then Satish Chandra Gupta and Farooq Ahmad Renzu could also have been replaced by in-service officers.
Then figuring prominently in the list is the Director SSA, Yasha Mudgil who only a few months back was transferred and posted as DC Kupwara but the orders were modified immediately and she was retained in SSA. There are lot of complaints against her for misappropriation of public money in SSA but with all this she has been transferred and posted as DC, Udhampur- one of the prize posting. Why the people having dented image are posted in Udhampur is yet another question.
Likewise Dev Singh Jamwal is a born officer of Hospitality and Protocol Department and till date he remained as such. He has not been transferred even after getting the super time grade of Commissioner Secretary. He is there because of being close to the power corridors.
Now see the height of the insensitivity of this government. This government has announced the recruitment of 80 thousand unemployed educated youth in different departments but by the recent transfers it seems that the State Sub-ordinate Services Recruitment Board (SSRB) which is supposed to carry the agenda of the government has been made a dumping ground because no serious thought has been given to the transfers and posting in the organization and the same has been effected without observing suitability of the officers. With the posting of Shugufta Parveen as Chairperson of SSRB, there are now three women officers viz, Shugufta Parveen as Chairperson, Salma Hamid, Member, and Dilshada Khan as member. Now left is Basharat Saleem who is there for last five years. SSRB meant for reinvigorating the state administration by selecting suitable candidates has virtually become an orphanage with no one to ponder over its importance.
Now look at the way the transfers and postings have been made in police hierarchy. All those who were promoted have been finally posted, immaterial whether it was on political considerations or something else but the only local officer (Sheikh Owais Ahmad) who has reached to the level of ADGP has been directed to report to the Home Department for posting. Why so? What is the answer with the state cabinet for ignoring rather demoralizing a local officer? Aren't his APRs satisfactory, isn't he capable? Is he corrupt? Why this local officer has been humiliated? Certainly Omar has made a mockery of the administration or he is a stooge that is why he has demoralized, demonized and humiliated a son of the soil and yet his National Conference is craving for autonomy.
What inferences could one draw from these transfers other than this that the exercise has been made to protect those who have plethora of complaints against them and no serious effort has been made to give a clean face to the administration.
