| SVO conceals what GAD reveals on its website! | | | ET Plus Report Jammu, Mar 17: The State Vigilance Organisation (SVO) claims that it has done a remarkable work with regard to curbing the menace of corruption in Jammu & Kashmir. But it has been observed for the last many years that SVO comes under the influence of the Government while it deals with serious offences involving top bureaucrats of the state. The Government hardly gives sanction for prosecution to the bureaucrats involved in corruption cases as they have influence over the Government in one way or the other and many top KAS officers were inducted into IAS in spite of the fact that they have serious corruption charges pending against them in Vigilance Organisation. Who gave them integrity certificate is a matter of concern? As per details available with ET Plus an RTI applicant seeking details of sanction for prosecution accorded in cases of corruption took around a year to get the required information instead of 30 days. The information furnished contained only the details of the cases, FIR numbers etc and the names of the officers didn't figure in the list as SVO has its own philosophy of not sharing the names of such tainted officers and bureaucrats. But when one browses the website of the General Administration Department (GAD) ie www.gad.nic.in there is a separate column for the prosecution sanctioned to various Govt officials on the left hand side of the main page and the information related to this matter is available right from 1997 till 2011. While talking to ET Plus the RTI applicant (name withheld) who sought these details from SVO said that he had no idea that this information is available on the GAD website it was by accident that he found it after he had obtained the incomplete information from the Vigilance Organisation . It is shocking that the government has no official policy on such matters. "What is a top secret for SVO is not important for the GAD which interestingly controls the SVO. Dr Raja Muzaffar Bhat a well known RTI activist from Kashmir said that the SVO should have kept this information available on its official website as it is bound to do so under the section 4 (1) (b) of J&K RTI Act 2009 . It is not only the case of SVO but most of the departments in J&K are totally ignoring the provisions of the proactive or voluntary disclosure under section 4 (1) (b) of the State RTI Act and the State Information Commission must take stringent action against such defaulting Government offices Dr Muzaffar added. Another renowned social activist and Chairman of People’s Forum Syed Nassarullah Shah said that most of the official district websites are defunct and are not updated. He said that Government must keep all the data related to various schemes like IAY, MGNREGA available on the district websites so that common people get some relief and thus section 4 of the State RTI Act is also not violated. Presently this information is available on the websites of Government of India and it is difficult for a common man to access such websites. He added that Government gives sanction for prosecution in corruption cases mostly to lower rung officials of the Government and top bureaucrats and police officers are spared and this can be verified from the list available on the GAD website. It is a known fact that many senior officers of the state administration have corruption cases pending against them in SVO but some of them got inducted into IAS also. How this happens, is not known. Isn't Government of India & especially the Department of Personnel and Trainings (DoPT) aware about all this? Who gave integrity certificate to such officers who were inducted from KAS into IAS under the reserved quota is big question for which people of J&K need an answer from Omar Abdullah
