Pak exporting Narco-terror in J&K, Union Home Ministry sounds alert

JAMMU, Mar 17: Apart from exporting terror, Pakistan has now begun hurting younger generation by illegal trafficking of narcotics as an organized cross border crime.
Union Home Ministry has alarmed Jammu and Kashmir government about this menace, stating that that trafficking of Narcotics, as an organized cross border crime has become threat to internal security because of its diabolic alliance with terrorist groups. These groups are operating from within Pakistan and Pakistan Occupied Kashmir (POK).
The ministry has stated that these drugs are the major source for funding terrorism and insurgency in the country. A committee of the Rajya Sabha looking into functioning of Union Ministry of Home Affairs has said that smuggling of narcotics is a matter of serious concern especially for trouble-torn Jammu and Kashmir. They have added that the economy of Pak-Afghan frontier is dependent on production of poppy and cannabis.
The committee has asked government of India that the issue of drug trafficking needs to be taken up in bilateral and multilateral fora and discussions. Union Home Ministry has received credible reports regarding trafficking of South-West Asian heroin into India through the international border with Pakistan. It has added that issue of South West Asian heroin interception by Indian drug law enforcement agencies is being raised in various international and regional fora during the co-ordination meetings.
The ministry has further said that DG level talks between the DG, NCB, India and DG, ANF, Pakistan was held in Islamabad with effect from September 12, 2011 to 14, 2011. It has stressed that a Memorandum of Understanding (MoU) on drug demand reduction and prevention of illicit trafficking in narcotics drugs, psychotropic substances and precursor chemicals and related matters has been signed during the talks.
Besides, inputs received from various agencies regarding Pakistan/Afghanistan links are being shared with the concerned agencies in Pakistan and Afghanistan as the case may be but they are bearing no result. The issue of cross-border trafficking of drugs between Pakistan and India was also addressed during the Home Secretary level talks between the two nations but the desired results could not be achieved.
The ministry has said that Narcotics has become a serious business for terrorists. They sell it in India at their chosen prices, the ministry has said. It has maintained that the terrorists have been achieving most of their targets by selling Narcotics. Rajya Sabha committee has stressed that there is need for keeping continued vigil on the situation and prevent entry of narcotics inside the state.
It has asked the state government not to be complacent with the situation in Jammu and Kashmir which has improved in recent period in terms of the number of accidents and the number of casualties. It has further added that government should keep vigil on the terrorist infrastructure functioning in "troubled neighbourhood".
The home ministry has noted that though there has been a perceptible decline in the levels of terrorist violence but the sale of narcotics has increased. Home ministry has claimed that central government in tandem with the state government has adopted a multi-pronged approach to contain cross border infiltration, narcotics smuggling by taking pro-active action against terrorists within the State, including various counter terrorist methods to neutralize the efforts and capabilities of militants. The Government has also encouraged policies to mainstream the youth and discourage the local youth from either taking to drugs or joining militancy
