| Rational 'transfer policy' an illusion in Edu Deptt Udh; reveals RTI | | | et plus report
Jammu, Mar 21: The much acclaimed rational transfer policy in the Education Department at Udhampur, still is an illusion and set norms are violated to accommodate blue eyed at urban locations, reveals information furnished by none other but the Public Information Officer (PIO) Education Department, Udhampur himself to a reply to RTI.
The reply has made it virtually apparent that the department is continuously violating norms and goes without transfer policy, the RTI applicant said.
The RTI was filed by High Court Jammu lawyer Vinod Kumar Sharma who sought information from the Office of the Chief Education Officer Udhampur regarding details of staff posted in CEO Udhampur Office with full details of names, parentage, designation, qualification, posts held, period of stay at such office and date of joining.
And the reply to this RTI vide No CEOU/RTI/30698-700, the Office of the Chief Education Officer, Udhampur admits of clear cut violations of norms of transfer policy as set by government. In its startling revelations it said that there are 39 officers / official posted in the office of CEO Udhampur and among them there are some blue eyed employees who had been enjoying privileged postings since 1998. The reply identifying some stated that Mool Raj, a Senior Assistant, got appointment as Junior Assistant in 2002 in the same department and after getting promotion the same blue eyed employee got glued to chair in same office till date. Another Ashwani Kumar, presently DRG, joined office on 17/05/06 and till date posted in the same office whereas another identified as Mangat Ram, Senior Assistant, appointed on 24/01/98 as Junior Assistant in the same office and manage to get promotion in the same office in the year 7.07.09 and till date he is occupying the particular chair courtesy their mentors who by putting set norms aside and making mockery of the laid down norms have favoured their blue eyed.
The RTI Reply also has made mention of another privileged employee namely Anil Shivgotra, Asst Programmer who has got managed his posting in the same office since 2005 and another Krishan Lal and Raman Kumar, both junior assistant in CEO Udhampur too have managed their chairs secure at the parent office since 2009. The list in unending yet in another example of favortisim and nepotism one Ramesh Chander, designation :driver too had been enjoying a stagnated posting since 1/03/94. The revelations of this RTI reply have left many people in Udhampur to raise finger of suspicion towards the officers at the helms of affairs.
