‘Approval for non-gazetted revised recruitment rules soon’

SRINAGAR: Minister of State for Health, Mr. Shabir Ahmed Khan said that the government has issued revised recruitment gazetted service rules of Health & Family Welfare Department, adding that these rules would prove beneficial to remove the stagnation and open promotion avenues to the doctors working under different categories in the Department.
This was revealed by the Health Minister during his meeting with senior Consultants and MPFHWs, who called on the Minister here at Civil Secretariat on Wednesday.
The Health Minister said that new recruitment rules for non-gazetted services of the Department is also under process and would be finalized soon to ensure more promotion avenues to the employees of the Department.
Giving details of the new recruitment rules the Minister said that now the Director Health Services/ Family Welfare would be selected and promoted from Class-II category A&B in ratio of 2:1 respectively having at least 3 years substantive services as such with a minimum service of 15 years in the gazetted cadre.
He, however said that requirement of minimum service of 15 years shall not apply to category –B under the new revised rules.
The Minister said that promotion of Deputy Directors, Medical Superintendents, State Malariologists/ADMO Labour (ESI) would be made by 100% promotion from Class- III, Categories A, B, C and D having at least 3 years substantives service as such.
He said similarly the promotion for the post of Senior Consultant would be made by 100% promotion from Class-III category –E from the respective specialty having at least 3 years substantive service as such.
The Health Minister said that under finalization of new recruitment rules for non-gazetted employees the promotion grievances of FMPHWs are being also incorporated in the rules.
The Minister called upon the employees of the Health Department to work with more missionary zeal and dedication to infuse quality health services in the Health Institutions for convenience of the people. He said providing improved health care facilities to the people were the priority of the Government. He said in this regard the government has taken several reformative initiatives with the liberal financial assistance of the Central government with special focus on upgradation of infrastructure facilities, besides providing skilled manpower in the Health institutions, especially under the flagship programmes NRHM.
During the meeting the representatives of Consultants hailed the government for issuing new gazetted recruitment rules in the Health department, saying that it would prove very beneficial to all categories of gazetted services for opening their promotions. They also raised the issues of due representation of Consultants for Administrative post, creation of more posts of Consultants in health institutions, deputation of Consultants to attend National and State Scientific Conferences, refresher courses in tertiary care hospitals and staff augmentation at district hospitals.
The representatives of MPFWHs also appreciated the step of the government for formulation of new recruitment rules of non-gazetted employees and hoped that these rules would mitigate their long pending stagnation.
The Health Minister assured all the employees of the department that all their genuine demands would be alleviated in a phased manner and appealed them to bring more laurels in improving health care facilities across the State by utilizing their dedicated services.
