has its own meaning for different people of our social society, when life is in the hands of Laymen then they get it moulded according to their needs and life goes on unabated always struggling hardly having any time to think of their miseries. They comprise their sufferings and sorrows lonely and alone. They are always happy even if the get one time meal and a little sleep, for them no dreams, no future no opportunities but only troubles. This is the poor Indian class which is silent.
On the other hand there is a special class who by sheer Luck enjoy all the "Goodies" of day to day life such people never show any concern for other. They remain within the sphere of their boundaries and share their views only with their friends and business circle. They only discuss among themselves the ways and means to expand their business empires.
They have to approach the politicians and bureaucrats and form political bureaucrat's nexus. This class is responsible for whole of the mess which is not only visible, but in fact has penetrated in all the spheres of governance. This class has successfully transformed politicians into crony capitalists. It is this special class of politicians and crony capitalists who successfully have emerged as political economic power and have taken away the liberty of other classes which other wire would have got their share in politics and beauracy. Then come the class of politicians who always are at the glare of media either on wrong or some good happenings in their respective parties. They are experts to feel the pulse of the people through their agents and associates and issue statements/announcements which seems catchy, attractive and at time dreamy.
The people at the end realizes with repentance that the announced made are only on papers. If any developmental work or for that matter any government contract is awarded it is awarded to the parties henchmen because winning of loosing any election depends on those henchmen. The example is J&K, UP and Bihar. In Jammu and Kashmir many political parties are eating their bread and butter by exploiting the people on the name of Kashmir dispute. All parties who want to rule Jammu and Kashmir or want to remain in power in Jammu and Kashmir have only one agenda to keep their already Shrunken vote bank in good humour and issue statements in different tones at different times at different places. Which is followed by all the major political parties the NC, Congress and PDP. These parties always exploit the emotional sentiments of Kashmiri people. But in reality have done no good to the common man, be he a Kashmir, a Ladakhi, or Jammuties.
People of these areas are alienated because they have realized that Nepotism, corruption favourism are the only milestone achievements of Omar Abdullah, talks so Omar Abdullah takes so loudly and proudly about his governments achievements. These achievements if any have no relevance for a common man belonging to poor and middle class.
The poor and middle class does not find any good in these schemes because they have not been economically lifted. If the government advocates that they are adding more hydel projects to generate move electric power but the long gestation period, and more time in the completion of the project is anybody guess. But what goes behind the scenes is that in finalizing such deals millions and millions are paid in kick backs in advance, to the political establishments, Now the projects get completed in time is not the problem of the government but of the company's engaged in such projects and the onus of responsibility always of fall on the company not on government. It will be unfair to blame the Chief Minister only. The problems with the beurocrats and Babus of the government departments. They are not only minting money through corrupt means. No work is done in any department without greasing their palms is it not shameful that despite all tall claims made by the Chief Minister of providing corruption free administration to the people are compelled to pay through their nose under the very nose of the concerned official. They administration has lost all its creditability in the eyes of the people but have also dented the image of the government. The beurocrats who are still unresponsive to people problems should be declared as dead logs, so that some new entrants honest, calibered and dignified take their positions. Because no body is indispensible. If the government is sincere to weed out corruption than they should evolve a mechanism by creating fast track courts where corrupt politicians and beurocrats are put to trial on daily basis so that the courts can decide such cases in a time bound manner and guilty are punished government should not find legitimate means to save the politicians and beurocrats of their illegitimate doings who are facing trials in high courts. This will also prove disastrous to the NC congress alliance. This will send a signal to others when someone is convicted and sentenced for his misdeeds be he a minister, beurocrats or politician. There are honest beurocrats also who are well known but the prize posts are auctioned and given to the corrupt. No doubt this number is very small. The need of the hour is to separate wheat from the Cheff and save the dignity of such government servants who are dedicated, dignified, duty bound, down to earth and good listeners. I am aware of the fact that corruption has seeped into governance to such an extent that it cannot be eradicated completely. However it is time to make all out efforts to atleast reduce it, if we can't eliminate it completely. This will be possible only if a system is put in place which takes away the discretion powers of every official be he a political big wing i.e. holding office of profit or a beurocrat why our beurocrat and politicians have failed in to introduce a culture of character, compatibility, competence and conviction. The discretionary powers should be done away immediately. Because it breads corruption and is an invitation to unwanted litigations as we find that as and when select lists are issued by the service selection board or Public Service Commission, there in a total dissatisfaction among those who could not make up the grade and court become their lost resort to give vent to their frustration alleging arbitrariness, malafiedes favourismn nepotism about the selection bodies. There are definite reason to believe because we don't hear such things against Union Public Service Commission (UPSC.) If the remedial steps are not taken in time. Then the hall mark achievements of Omar Abdullah government will be rich in incompetence impoverished in policy, saturated with corruption and steeped in venality.
