| 6 years on, KGBV Chenani awaits completion | | Project taken up without tendering, Only 35% work done | | Arun Singh JAMMU, July 30: Notwithstanding the tall claims of state government to provide free education to socially, economically backward girls of remote areas, construction work of Kasturaba Gandhi Balika Vidyalya (KGBV) Chenani is incomplete even after the lapse of 6 years. Sources told Early Time Plus that the construction work of KGBV Chenani was taken up in 2007-08 at the estimated cost of Rs 30 lakh at village Tandar on 5 kanals of land belonging to Education Department. They said that the construction work was stopped in 2008-09 due to lack of funds and no work was carried out thereafter; as a result only 35% work could be executed till date. Even the ground floor which has been constructed cannot be put to use as the condition of the building has deteriorated due to its non- utilization for the last many years. "Surprisingly the construction work was carried out without tender by the concerned Junior Engineer who was engaged under SSA project on contractual basis. Funds have been directly placed at the disposal of the JE for making the payments against the works executed. Financial code has not been adhered to while incurring expenditure," sources said. They further informed that presently KGBV Chenani is functioning from a hired accommodation in Tandar village at a little distance from the construction site in a building which is totally unsafe for the students and the teachers. "Only 33 students have been enrolled against the approved strength of 50 and the school is functioning only during the day time and boarding/ lodging facilities have not been provided to the students as the accommodation is inadequate and building lacked toilet facility," sources informed. Pertinently, KGBV were sanctioned under centrally sponsored scheme in the state for upper primary level for girls belonging to SC, ST, OBC and minority communities. The scheme specified that about 75% of students have to be from SC, ST families or other minority groups and remaining 25% students could be from BPL families.
