| "Govt's pessimistic consideration towards OBCs putting its youth under hardships" | | | Et Report
Jammu, Sept 8: Criticizing the state government's negative attitude towards OBCs which is compelling its youth to live the life of many hardships, State Bahujan Samaj party today organized a one day convention on "Discrimination with OBC's residing in J&K state" at Shri Guru Naba Dass Mahasha Sadar Sabha Dogra Hall Jammu under the chairmanship of Tulsi Dass Langeh, state President.
In the conference Narinder Kashyap, member Rajya Sabha & National General Secretary, Bahujan Samaj party was the chief guest and Gurnam Singh Choudhary, coordinator for J&K state was the guest of honour. Speaking on the occasion, Narinder Kashyap said that the negative attitude of the state rulers towards OBC's are compelling OBC youth to live the life of many hardships. The OBC's fundamental constitutional rights of 27% reservation in state govt services have been totally crushed by the state rulers due to the wrong classification of "socially & educationally backward" as per state reservation act-2004 & reservation rules vide SRO-294 of 2005 despite the implementation of Judgement-1992 of the Supreme Court of India on Mandal Commission Report-1980 in the case Indira Sawhney vs Union of India. The article 15(4) and 16(4) of the Indian Constitution have no provision to provide the vertical reservation on the basis of geography & language in state govt services residents of "backward area's ( i.e RBA & ALC) have been provided with 23% vertical reservation in the state govt services by classifying them as "socially & educationally backward". Whereas genuine OBC's (mandal commission identified OBC's for J&K state) having 35% of the total population keeping in view the census report-1931 have been kept away from their fundamental constitutional rights of 27% reservation in the state govt services. However if state govt wants to give the benefits of reservation to RBA'S & ALC (backward area) it can provide them "horizontal reservation" like physically handicapped & ex-serviceman persons. The limit of creamy layer should be enhanced from 4.50 lac to 6.00 lac as implemented by Govt of India. The state govt still is identifying Mandal Commission OBC's for J&K state as OSC (Other Social Caste). Their nomenclature should be changed to OBC and issuing of OSC certificate instead of OBC certificate for state govt services be stopped. Kashyap further said that the issue of trifurcation of state of Jammu & Kashmir i.e separate statehood with status for Jammu region as well as separate statehood status for Kashmir region and union territory status for Ladhak region is the only solution to shutdown the discrimination with Jammu & Ladkah region. As Bahujan Samaj Party is of the view that curbing smaller states out of bigger one will progress with leap & bound on the pattern of Punjab, Haryana, Himachal Pardesh, Uttrakhand, Jarkhand, Chattisgarh. The trifurcation of Jammu & Kashmir state, the article-370 automatically will be abolished & West Pakistan refugees will get citizenship right ,big industry houses will invest in the state thus creating huge employment. At present, West Pakistan refugees are living as a second class citizen in the J&K. Moreover, nobody can deny that the recent episode of communal violence in Kishtwar is the creation of Congress, National Conference, PDP & BJP who are bent to draw hard lines between Muslims, Hindus, Sikhs and other minorities only for their petty political interests for the coming Parliament & assemblies' elections.
Further regarding the relief to the effected persons the state Govt of NC-Congress is not serious as no compensation has been paid till date so for. |
