| Illegal adjustments of Masters exposed | | Director RMSA directs to make amends | | Early Times Report
Rajouri, Sept, 8: Large scale violation of norms in the adjustments of newly promoted masters and modifications which were alleged by the teacher community against then in-charge CEO Rajouri P.Sharma have been exposed. After number of complaints in this regard Lal Hussain, Chief Education Officer, who joined three days ago, as per the directions from Directorate of Rashtriya Madhyamik Shiksha Abhiyan (RMSA) has directed all the concerned officials not to join any subordinate employee in their respective institutions without his approval. State Project Director, RMSA has also directed the Chief Education Officer, Rajouri not to withdraw the salaries of 30 non-post graduate (PG) masters from RMSA funds as they were posted after violation of norms laid down under RMSA. It is pertinent to mention here that vide government order No 57-edu /2013 dated 15/1/2013 sanction was accorded to the creation of posts of headmasters, subject specific post graduate masters , junior assistants and laboratory assistants for newly upgraded schools to the level of high school in J&K under RMSA during the years2009-2012. In every such school between 5-7 the subject specific masters were to be deployed for quality education to the students. But in-charge CEO, P Sharma --as alleged by the Teachers Joint Front in a memorandum to additional DDC on August,24— by allegedly modifying more than 200 orders of Directorate , RMSA ordered illegal deployment/transfers of the teachers in the district in the month of July. He also transferred about/adjusted about 30 non-PG teachers in the newly upgraded schools under RMSA by violating all the norms. On resuming his duties in the first of week of September, lal Hussain , CEO after large number of complaints vide his office letter No CEOR/SSA/2013-14/24247 dt 4/9/13 informed the Director Education that most of the school upgraded under RMSA have remained uncovered from placement of specific PG masters either in Mathematics/English, Sciences or languages. It is important to mention here that State Project Director (SPD) ,RMSA Hillal Ahmed in his office letter no Edu/SPD/RMSA/1963-65/2013 dt 6/9/13 forwarded to director school educationhas mentioned that (as per CEO , Rajouri) the picture is entirely different in Rajouri district as scools have not been provided ‘subject specific PG masters in the prescribed subjects, Even 30 non-PG pasters have been placed in RMSA schools which is against the spirit of the scheme and senctions to the creation of the posts accorded by the administrative department. He also directed not to release the salaries of these 30 non-PG masters under RMSA. The in-charge CEO had also transferred/adjusted teachers /masters promoted under RBA category to schools which are situated in urban areas. Under rules/norms of education department teachers/masters promoted under RBA were have to serve for 7 years in the rural areas after their promotions. Most of the schools in far flung areas in Gunda , Kanthol ,Sada etc are without teachers at present. On Wednesday student from high school Gunda came out of their classes and protested against acute shortage of teachers/masters in their school. Shanker Dass sarpanch Gunda (Khawas education zone)and Surinder Choudhry senior PDP leaders from Noushera met with Lal Hussain CEO at Rajouri and alleged that large scale mis- management in the CEO office ( specially in-charge CEO) has crossed all the limits including violation of rules/norms and due to wrong policies innocent students have been suffering in for flung areas. "Direction received from State Project Director (to stop the salaries from RMSA) have been forwarded to concerned ZEOs, headmasters under RMSA for further information and action" said Lal Hussain, CEO. |
