| Woes of refugees: State Govt indulges in deceitful tactics | | | Early Times Report JAMMU, Nov 25: Rs 7000 crores draft package prepared by the State Government for forwarding the same to Union Government for its approval is nothing but an eye wash to befool the refugees. Instead of solving issues of refugees-which are under its own domain, the coalition Government headed by National Conference is trying to put the ball in Centre' court just to skirt its own responsibility. Resentment brewing high among refugees against the 'deceitful tactics' being adopted by the coalition Government to befool them and to further delay in solution of their long pending genuine demands. Refugee leaders have reasons to demand that instead of forwarding a whooping package of Rs 7000 crore to the Centre at this juncture, the State Government should take initiatives on its own. Refugees leaders demanded that first of all Government should allot Assembly seats which have been kept vacant for PoK refugees. Furthermore, the Government should also issue domicile certificates in favour of West Pakistani refugees. They said that these two demands are under the purview of State Government and these problems should be solved before sending a draft proposal to the Centre. In the Jammu and Kashmir Legislative Assembly 24 seats have been kept vacant under the J&K Constitution for the resident of the areas illegally occupied by Pakistan. Presently Jammu and Kashmir Legislative Assembly has 87 elected members and two nominated female members. As per section 48 of the State Constitution, twenty-four seats shall remain vacant in the Legislative Assembly for the area of the State presently under the occupation of Pakistan. One third population, which has been migrated from illegally occupied areas, has strong claims on the seats kept vacant for them in the Assembly. Similarly poor refugees from West Pakistan have been demanding citizenship right. Instead of shifting responsibility to Centre, the State Government should immediately issue domicile certificates in favour of these refugees. |
