Jora's credibility at stake following failure to transfer 'blue-eyed' officers of ULB department
Corrupt officials continue to man previous place of posting

SRINAGAR, Dec 9: Minister for Urban Development, Nawang Rigzin Jora seems to have lost control of his department as he has failed to get the two orders issued with respect to transfer of Executive Officers implemented. The orders issued on November 29 are yet to be implemented due to political interference.
At the same time employees of department are all set to proceed on an agitation after the non-implementation of the transfer orders. At the same time, Jora's credibility has taken a hit and the employees of the department no more believe the Urban Development Minister. The employees say that too much interference from politicians is seriously hampering the normal functioning of Urban Local Bodies department.
Sources told Early Times that Jora had promised that the transfer orders would be implemented in letter and spirit irrespective of their affiliation with politicians. Since no action has been taken in this regard so far the employees are up in arms against the Minister and term him as 'weak' Minister.
On November 29 the Urban Local Bodies department issued two orders numbering 303 and 304 ordering for the transfer of 14 Executive Officers of different municipal committees and councils. The orders became irrelevant as the transfers never took place and the Executive Officers continue to function at their previous places of posting.
"None of the Executive Officers has been transferred due to the political patronage enjoyed by some of them more so by Ministers of ruling coalition. The employees of the department are quite surprised that despite the nod from higher ups the transfers could not materialize," said sources.
According to the orders, Ghulam Mohi-ud-Din, Executive Officer, Municipal Committee, Kupwara in North Kashmir was transferred and posted as Executive Officer, Municipal Council, Frisal in South Kashmir's Kulgam district. However, Mohi-ud-din could not be transferred due to his patronage by Law & Parliamentary Affairs Minister, Mir Saifullah.
Similarly Lateef Ahmad, Executive Officer, Municipal Committee, Sopore in North Kashmir could not be transferred and posted as Executive Officer, Municipal Committee, Budgam. Lateef is enjoying patronage of former MLA and Congress leader Haji Abdul Rashid Dar.
Ghulam Rasool Shah, Executive Officer, Municipal Committee, Tangmarg could not be transferred and posted as Executive Officer, Municipal Committee, Kupwara. This is due to the fact that Minister for Agriculture; Ghulam Hassan Mir does not want his 'blue-eyed' boy to be transferred and wants him to be posted nearby preferably at Municipal Committee, Kunzer.
Meanwhile, talking to Early Times, Urban Local Bodies Employees United Forum (ULBEUF) President, Manzoor Ahmad Pampori said that politicians have wrecked havoc with the department by placing their own 'people' at the prime position of Executive Officer of different municipal committees.
"We have decided to expose the politicians who are creating impediments in normal work of the department while creating obstacles in the transfers ordered in the department. Recent orders issued with regard to transfer of Executive Officers have not been implemented since some 'blue-eyed' officials enjoying patronage of politicians are not ready to leave their station," said Manzoor.
The ULBEUF President said that no honest officer wants to man the position of Executive Officer of Municipal Committee like Sumbal and Hajin given the mess there. He said the employees would ensure that corrupt officers are brought to book. He demanded that long pending issues of employees should be taken up earliest so that a solution is found out to the same.
