Urdu Academy entangled in red tapism

JAMMU, Dec 13: The establishment of Urdu Academy has virtually been caught in red tapism as after around three years, since process for establishment of Urdu Academy was initiated, the file is still shuttling from one table to another in Civil Secretariat.
Sources informed Early Times that the process of establishment of Urdu Academy had been started in February, 2011 by Higher Education department, following the submission of report by Taing Committee.
"The slow pace of administrative functioning could be gauged from the fact that, in more than two and half years, the proposed academy has got only concurrence from Planning and Development Department", sources said.
They further said that the Higher Education department had forwarded the file to Finance department for getting financial concurrence but few days back the file had been returned to former with some fresh queries.
"The Finance has sought reply of Higher Education about, how the expenses including office rent, telephone bills, internet bills, oil for vehicles besides other would be borne by Higher Education department", sources said, adding that the Finance department had kept the file for around two months before returning it.
Once again the Higher Education deptt would reply the queries and would return the file for financial concurrence, an official seeking anonymity said, adding that from the pace of functioning of various departments so far, it was obvious that the Urdu lovers would have to wait for few more years.
The structure of proposed Urdu Academy has been finalized with 29 posts of various cadres including gazetted and non-gazetted. As per the proposal sent by Higher Education department to Planning department, a Secretary will head the academy, who will be assisted by one editor, one associate editor, assistant editor, two research assistants, one publication officer, one publication assistant, one accounts assistant and section officer," sources said, adding that some months back, the P&DD had raised a query raising objection over establishment of Academy.
Pertinently, over the long pending demands of Urdu lovers, the State Government had constituted a committee under the chairmanship of Member of Legislative Council Mohammad Yousuf Taing, for the promotion of Urdu language.
After holding threadbare deliberations with all stakeholders, the committee had submitted its final report comprising 36 recommendations, to Higher Education Department in the month of February, 2011.
The first and most important recommendation of Committee was to establish an Urdu academy in the state for promotion of Urdu language.
In 1889, during the regime of Maharaja Partap Singh, Urdu was declared as official language of state and when the first constituent Assembly of State had completed their work in year 1957, they had declared Urdu as official language of state.
