| Lapses, loopholes galore in PMGSY scheme; | | Concerned authorities aware, yet action eludes | | Ajay Sharma
Jammu, Dec 13: In the backdrop of perpetual road accidents witnessed on hilly terrains and rural areas of Jammu region in recent past, this appears to be a grave blunder being committed by the concerned agencies engaged in construction and widening of the roads. As the contractors so engaged are allegedly leaving loopholes on various fronts, the authorities in the concerned department are simply turning blind eye to lapses not only committed allegedly in terms of financial irregularities but also compromising with the quality and techical and engineering standard of measures for the construction/ repairing of the road. This is the saga of most often repeated story of road in Nowshera area from Makol mandir to Nahoti village which remained enveloped in controversies and cries of residents of adjacent villages for a long time. Sources said after a loud outrcy of the villagers affected by lack of proper connectivity the road stretch which was in dilapidated condition was finally undertaken for repairs and proper construction under PMGSY. In the e- tendering procedure which was done a month ago, an amount of Rs 8,50,000 was said to have been sanctioned afresh even as the initial amount sanctioned earlier by the concerned department for entire construction was around Rs 42 lakhs. After leaving the road in shambles for a long time, work started again a month back ,albeit once again on a flawed pattern. Sources said no proper standards are being considered nor implemented in terms of requisite width and other technical aspects. Ironically the concerneda authorities are conceding these flaws happening on certain fronts, yet not prompt in taking action or putting to check the ongoing works under the supervision of the contractor.Sources said concerned DE Vinod Dhar while taking cognizance of these abberations from the normal standard has conceded that width of the road should be not less than 18 ft but on ground it is not so. yet no action is being taken nor are the instructions on removal of huge heaps of soil being followed by the agency. Mixing of soil with the ongoing construction makes the road vulnerable to loosening which can become cause of serious mishaps when it becomes operational for heavy traffic, said the sources. "It is quite ironic that on one concerned authorities are taking notice of and accepting there is deviation from the set standards and on the other hand no step is being taken to check the lapses or irregularities......this makes it more than clear that whatever is happening is with the connivance of the concerned authorities ...", said a leader of the area, expressing worries over the government agencies themselves leaving things to chance and probability of the accidents. One wonders why this blindfolded scenario which only jeopardizes the lives of the people who would travel through this stretch. The authorities are said to have instruction to concerned Jee Krishan Singh to set things on right track. However, sources alleged he has not as yet followed the instruction nor is anything visible on ground which makes it appear on the right track. |
