| ADC Baramulla orders for suspension of an HOD, Joint Director Planning subverts move | | Suspended officer claims that she is on leave | | Jehangir Rashid SRINAGAR, Dec 13: Mystery shrouds the recent visit of Additional Deputy Commissioner, Baramulla following which the Head of Department of District Urban Development Agency (DUDA), Baramulla was put under suspension as she was not present in the office at the time of the visit. Sources told Early Times that Jahan Ara, who works as Assistant Project Officer (APO) at DUDA, Baramulla was put under suspension by ADC Baramulla, Manzoor Ahmad Qadri on December 11 as she was not present in the office. However, the order of suspension has not been put in practice as a senior officer in Housing & Urban Development department is backing the APO like anything. "On the day of raid the APO, who is the HOD at DUDA, Baramulla was absent and as such the ADC ordered for her suspension. The APO has set out a precedence of taking the arrival along ever since she joined the office a month back. The suspension order has not been implemented and this mocks at the whole exercise of carrying out surprise checks to find out attendance in Government departments," said sources. Sources said that Parvez Sajad Kakroo, Joint Director Planning, Housing & Urban Development department has ensured that the suspension order of APO is kept in abeyance for reasons best known to him. The sources disputed the claim of APO that she has applied for six days leave and the period of leave started from the day when ADC Baramulla made the surprise check at DUDA, Baramulla. "It seems the Joint Director Planning has asked the APO to give an impression that she was on leave from the day the raid was carried. We confirmed from the office of Chief Executive Officer, Urban Development Agency Kashmir (UDAK) about the claims of leave by the APO. It was a shock when we came to know that no such leave application has reached that office," said sources. Sources said that APO DUDA, Baramulla is playing smart with the help and backing of Joint Director Planning with the higher ups acting as mute spectator. They said that this has jeopardized the whole system of checking the attendance of officials. The sources said that if the HOD gets scott free from such raids how can the lower rung officials expected to follow orders of suspension. Confirming about the visit of ADC Baramulla to DUDA office at Baramulla, CEO UDAK, Bashir Ahmad told Early Times that he too heard about the suspension of APO by the ADC Baramulla. Bashir said that he has not received any directive from ADC about suspension adding that ADC himself has ordered for the suspension of the lady officer. "I also came to know that ADC Baramulla visited the DUDA office at Baramulla. After finding the HOD absent the ADC ordered for the suspension of the said officer. There is no truth in this fact that majority of the employees were absent at the time of raid. As on date I have not received any order for suspension of the APO," said Bashir. |
