| Ministry of Social Justice takes cognizance of ET report , to seek explanation | | Regular student of BA IInd year is a CRC employee! | | ET Report SRINAGAR, Dec 20: The Ministry of Social Justice and Empowerment Government of India has taken cognizance of the story filed in Early Times few days back wherein a regular student of Government Women's College Nawakadal Srinagar has been illegally employed in the Composite Regional Centre (CRC) Srinagar . The CRC Srinagar functions under the administrative control of Pandit Deendayal Upadhaya Institute for the Physically Handicapped New Delhi which is sponsored by the Union Ministry for Social Justice and Empowerment. As per reliable sources a delegation of social activists from Srinagar met the Director of the Pandit Deendayal Upadhaya Institute for Physically Handicapped in New Delhi on Friday and handed over the related documents obtained under RTI and a copy of Early Times news report. The Director taking the matter very seriously assured the delegation that he would issue an explanation to the CRC Srinagar office within a few days and would initiate disciplinary action as well if the report is found correct. Pertinent to mention here that an Information sought under Right to Information Act (RTI) had revealed that a regular student of BA second year at Government College for Women at Nawakadal Srinagar has been employed at Composite Regional Centre (CRC) Srinagar. The female employee of CRC has been allegedly appointed through backdoor means by the Administrative Officer of the Centre. The details available with Early Times reveal that one Insha Mehraj who is enrolled as a regular student of BA IInd year under Roll No: 12051 at Government College for Women (GCW) Nawakadal is working as an employee at Composite Regional Centre (CRC) Bemina Srinagar as well . The CRC Srinagar is working under the Union Ministry of Social Justice and Empowerment. The details were recently obtained under RTI Act by one Syed Nassarullah. The GCW Nawakadal had denied to share the details and it was only after the intervention of SIC that these details came in public domain. The State Information Commission (SIC) recently issued a penalty show cause notice against the Principal Government College for Women Nawakadal Srinagar for not providing the requisite information under State RTI Act to an RTI applicant from Srinagar . The applicant had filed the RTI application before the Principal of the college to seek details about BA second year students more than three months back. The SIC has directed the College Principal to disclose the said information proactively under section 4 (1) (b) of JK RTI Act 2009 on the college website. Pertinently some months back the State Information Commission (SIC) had organised an RTI workshop at the aforementioned college which was attended by Chief Information Commissioner (CIC). The CIC addressed college staff and explained in detail about JK RTI Act 2009. The CIC had made them to understand the provisions of State RTI Act 2009 and its rules as well. State Information Commission (SIC) had received a complaint on 11.11.2013 from Syed Nassarullah from Tengpora , Nowshehra Srinagar under section 15 of J&K RTI Act, 2009 against Public Information Officer (PIO )Government Women's College Nawakadal Srinagar. The applicant had mentioned in his complaint that he filed an RTI application before Government Women's College Nawakadal seeking list of BA 2nd year students enrolled in college but the PIO did not provided the information at all for many months. The documents available with Early Times reveal that an application under J&K RTI Act 2009 dated July 8, 2013 has been filed before Principal, Government College for Women, Nawakadal, Srinagar through speed post on 12.07.2013 seeking following information:- "List containing full particulars of regular students in Arts faculty 2nd year of Govt. College for Women, Nawakadal, Srinagar for the Session 2012-2013 and 2013-14." In response to the notice of the State Information Commission (SIC) dated 19.11.2013 the college principal had deputed a lecturer in Commerce department namely Zahoor Ahmad to appear before the SIC Srinagar along-with a set of information on December 2, 2013. Sources say that college principal has not designated any PIO till she was summoned by the SIC and the poor lecturer was made a scape goat by sending him to face the wrath of the SIC at the eleventh hour but the SIC didn't initiated any action against the lecturer and instead issued a penalty notice in favour of the college principal. "When the said information was made available to me I found the name of Insha Mehraj who is shown as a regular student of BA 2nd year under roll number 12051 and works as a regular employee at CRC Bemina as well . The employee has been appointed through backdoor , and the norms for appointment have also been violated by the CRC Administrative officer. Graduation is the basic qualification for the said post at CRC but Insha Mehraj inspite of being undergraduate was appointed on the said post," said Syed Nassarullah while talking to Early Times. |
