| Omar advises Kejriwal but fails to implement his promises | | Hill Council for Chenab, Peer Panchal Regions | | early times report Jammu, Jan 5: While reminding Arvind Kejriwal of fulfilling his election promises, Omar Abdullah has forgotten his own promises.The National Conference led Government has now already completed its five years in office but most of the promises it made to the people through its 2008 election manifesto have not been fulfilled till date. An important poll promise of constituting " Hill Development Council "on the pattern of Ladakh Autonomous Hill Development Council ( Leh & Kargil) for Chenab and Peer Panchal regions is yet to be fulfilled by Chief Minister Omar Abdullah. Earlier a resolution was also passed in 2009 by the legislative council for establishing Chenab Valley Hill Development Council (CVHDC) and that had set a new debate in political circles with most of the analysts opining that the National Conference-led government can't ignore the demand but from 2009 till date there was no breakthrough. The resolution for establishing CVHDC, was moved by MLC Khalid Najeeb Suharwardy, was passed by the upper house on August 19, 2009. Suharwardy, former Doda MLA and presently a member of the upper house, argued that for speedy development of the hilly and economically backward Doda, Kishtwar and Ramban districts (known as Chenab valley region) a hill development council, on the analogy of Ladakh Autonomous Hill Development Council (LAHDC) be established. "Chenab valley, the connecting link between Kashmir and Jammu regions, is backward area, highly mountainous with only 5 to 6 percent road connectivity. The area is far behind in the process of development. So I demand that CVHDC be established on the pattern of LAHDC," Suharwardy argued while moving the resolution in the house. After Suharwardy refused to withdraw the resolution, on the request of the council chairman, it was put to vote and passed by the upper house. In the year 2000, a bill was moved in the legislative assembly by the then MLA Baderwah, Sheikh Abdul Rehman, demanding a Hill Development Council for the region. In 2006 MLA Doda Abdul Majeed Wani who is presently Minister for PWD (R&B) brought a bill to establish the Doda Valley Hill Development Council. But Wani withdrew the bill on the insistence of the then chief minister Ghulam Nabi Azad who said that after the creation of another district Kishtwar - in the region there was no need for such a bill. When contacted Shafiq Mir a prominent political and panchayat leader of Rajouri said that Omar Abdullah's promises about Hill Council for Peer Panchal region has turned out to be a mere hoax . " Kejriwal fulfilled his important promises about water , power and VIP culture within two days of assuming the office of CM Delhi , but how unfortunate it is that Omar Abdullah advises him to focus on the poll promises while he himself has not acted upon what he promised to the people of Peer Panchal belt (Poonch and Rajouri) through his election 2008 manifesto ". Omar Abdullah may announce a Hill Council for Chenab and Peer Panchal regions but that would only be merely an announcement and these councils cannot be created as the present Government has only few months with them now to deliver on ground Shafiq Mir added . Shahab ul Haque another political activist and educationist from Doda also castigated the Chief Minister of not fulfilling the poll promises made with the people of Chenab region. " People of Chenab region have been always used as a cannon fodder by the NC regime and when it comes to fulfilling of poll promises via a viz creation of Hill Development Council for our region the NC leadership lead by CM Omar Abdullah shy away from such promises.
