| RDD violates GAD guidelines; posts three BDOs in Ladakh against 14 posts | | | Et Report Jammu, Jan 15: The Jammu and Kashmir Rural Development Department (RDD) has succumbed to the political pressure while posting Kashmir Administrative Service (KAS) probationers as block development officers (BDOs). The RDD had to send around 14 BDOs to Ladakh region where around nine posts were vacant in Kargil district and around five posts were vacant in Leh district. Out of total 18 KAS probationers, only three have been posted in Ladakh region and 16 have been posted in either Kashmir valley or in Jammu region. These three are Abdul Rashid Raina for Trespone, Bilal Ahmad, who has been posted as BDO Nyoma and Muhammad Yousuf Ganie, who has been posted as BDO Kargil. The General Administrative Department (GAD) of J&K government had made it clear to the 15 administrative departments to identify the vacant posts in Ladakh and appoint KAS probationers there on priority basis. "The administrative departments shall assess the number of vacant posts in the Districts of Leh and Kargil and post the KAS probationers in these areas also, strictly in accordance with the policy issued in this regard by the Ladakh Affairs Department," the Government Order No.1744-GAD of 2013 Dated :24.12.2013, reads.A RDD official had said that the department has around 14 vacancies of BDOs lying vacant in Ladakh region and these vacancies have to be filled on priority basis due to which they are facing lot of problems in the areas.But few days back when the order was issued only three KAS probationers, awaiting orders of postings, were sent to Ladakh region and rest were accommodated in either Kashmir valley or in Jammu region. Sources said that there was a lot of political pressure over these postings and every KAS probationer wanted to get posting near his home. "The RDD took time to finalise the list and had to succumb to the pressure while posting these KAS probationers," sources added.The RDD official earlier had ruled out any political pressure over the issue but today the pressure was visible when list was out. |
